JOB SUMMARY:

This is aFull-Time TERM position. Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years in 1 year increments without further competition.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

  • To qualify for this position you must possess one of the following basic requirements by close of the announcement:

    For the 0801 and 0810 series: A degree in engineering. To be acceptable, the program must (1) lead to a bachelor's degree in a school of engineering with at least 1 program accredited by ABET-or- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure, 2) Written test, 3) Specific academic courses or 4) Related curriculum.

    For the 0808 series: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems -or- A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1) Related curriculum or 2) Experience.

    For the 0807 series: A Degree: landscape architecture or landscape design -OR- Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. A degree in landscape architecture indicates that an applicant has the basic background to perform professional landscape architectural work at the beginning levels, and has the potential to develop the skills and abilities required at the higher levels. Experience may be substituted for education to the extent that it provided the equivalent back-ground. Applicants who apply on the basis of experience in lieu of education are required to show how their background is equivalent to a degree. In order to qualify at the entrance level, non-degree applicants typically must have experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction.

    In addition to the basic requirements, applicants must possess one of the following minimum qualifications:

    To Qualify for the GS-11 Grade level
    All Professional Engineering positions: At least one full year of specialized experience comparable in scope and responsibility to the GS 09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience working with reference standards, policies, principles, and regulations; serving as an engineer in the design construction and renovation of projects; evaluating and analyzing data, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; assist in the identification of project requirements (for example, scope, time, cost and quality); communicating technical information orally and in writing. -OR-
    EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.     Architect: At least one full year of specialized experience comparable in scope and responsibility to the GS 09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assist architectural project coordinator for planning, design, and construction projects; performing assistant architectural work involving the development or design of conceptual park site plans of a diverse, multi-functional, high profile, and possibly controversial nature (such as rehabilitation of a multi-facility development, visitor centers, wastewater treatment plants, national monuments, seawalls, historical structures, cultural landscapes, etc.); assisting with or establishing historic architectural project requirements and priorities and developing strategies to achieve short or long-term goals; assist in developing scope of work and monitoring architectural project activities and outcomes as Contracting Officer's Representative -OR- EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts -OR- an equivalent combination of education and experience as described above. To combine education and experience take the number of months of full time experience and divide by 12 months. The total must equal at least 100 percent to qualify.

    Landscape Architect: At least one full year of specialized experience comparable in scope and responsibility to the GS 09 grade level in the Federal service (obtained in either the public or private sectors).     To Qualify for the GS-12 Grade Level
    At least one full year of specialized experience comparable in scope and responsibility to the GS 11 grade level in the Federal service (obtained in either the public or private sectors).

    Engineering: Examples of specialized experience are include; Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer in the design construction and renovation of projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); communicating technical information orally and in writing.

    Architect and Landscape Architect:Examples of specialized experience include; serve as project coordinator for planning, design, and construction projects; perform architectural work or the development/design of conceptual park site plans of a diverse, multi-functional, high profile, and possibly controversial nature (such as rehabilitation of a multi-facility development, wastewater treatment plants, national monuments, seawalls, historical structures, and cultural landscapes); establish historic architectural project requirements and priorities, develop strategies to achieve short or long-term goals; develop scopes of work and monitor architectural project activities as a Contracting Officer's Representative.

    There is no substitution of education for experience at the 12 grade level of this announcement.

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.

    Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    • New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty.
    • You may be required to operate a government motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
    • You will be required to complete a one-year trial period.
