JOB SUMMARY:

This is a Full-Time TERM position. Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years without further competition.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

  • To qualify for this position applicants must meet one of the BASIC REQUIREMENTS listed below:

    1. A Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR 2. a combination of education and experience that included college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written test, 3. Specific academic courses, or 4. Related curriculum.

    SELECTIVE FACTOR(S):

    • This position requires the incumbent to possess and maintain a license as a registered Professional Engineer from a state or territory of the United States. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
    • The incumbent of this position must have experience and be comfortable working with blast resistant design guidelines for historic structures.

    In addition to the basic requirements and selective factor, applicants most posses the minimum qualification requirements listed below:

    To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing technical leadership and training staff in the design and construction of engineering programs for the development and overseeing implementation of projects and other complex engineering practices. You must include hours per week worked.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    There is no substitution of education for experience at the grade level(s) of this announcement.


    • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • You will be required to complete a one-year trial period.
    • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
    • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
