Provides technical, administrative, and operational leadership to assigned projects and tasks.

 At this level, the position is typically responsible for managing multiple projects and tasks and supervising more than 25 employees ' both exempt and non-exempt and including two or more subordinate supervisors and managers. Technical difficulty/complexity of assigned tasks/projects may also affect level selection.

 
  • Provides technical, administrative, and operational management of assigned projects, including contract and subcontractor management.
  • Supervises assigned staff, including subordinate managers.
  • Develops technical project plans, proposals, reports, and task order and administrative reporting.
  • Reviews future project requirements and develops strategies for future work.
  • May also perform high level technical services on assigned tasks.
  • Conducts planning and provides recommendations to client on task workload.
  • Attends customer meetings and serves as primary client liaison.
  • Interacts with vendors, other agencies, and other client staff on behalf of the client.
  • Coordinates development of deliverables and products.
  • Ensures quality assurance of project deliverables.
  • Maintains current knowledge of relevant technology as assigned.
  • Participates in special projects as required.
Education
  • Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
  • Professional certification (PMP) preferred.
Qualifications 10-12 years of related experience, including supervisory experience.

Professional IT experience:

  • Has a strong IT technical background
  • Has completed deliverables within an IT Waterfall, Agile, and/or Hybrid Systems Development Lifecycle methodology
  • Has performed as a contributing member of an IT project team, including:
  • analyzing, developing, and documenting IT requirements;
  • translating requirements into an IT technical design; and
  • participating in IT systems quality assurance and testing tasks
Experience managing projects or programs with complex information technology components or operational work processes, including the following:

Has led and coordinated multiple integrated teams of IT technical staff simultaneously.

Has managed complex IT projects, including:    

  • developing and managing work breakdown structures;
  • developing and managing integrated master schedules;
  • managing and evaluating earned value including variance explanations;
  • identifying and managing critical paths;
  • balancing critical resources;
  • meeting critical deadlines;
  • coordinating across operational areas and system infrastructure to facilitate an integrated team;
  • estimating and managing program budgets including forecasting hours and other direct costs to the program;
  • monitoring and managing program performance – deliverables, schedule and cost;
  • identifying, communicating, and managing program risks;
  • strategic planning; and
  • production problem management and resolution.
Has managed IT teams, including experience with:

  • review and approval of time sheet reporting
  • performance evaluation and improvement plans
  • career development
  • motivating and creating a collaborative environment
  • Possesses excellent written and verbal communication skills.
