NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

    GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
    SPECIALIZED EXPERIENCE:Must at least Twenty-four (24) months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

    FINANCIAL MANAGEMENT CERTIFICATION CAREER LEVELS
    The financial management certification requirements will vary for the GS-0560 positions dependent on the employees' military ranks and the complexity of the positions' financial management supervisory and non-supervisory business programs.
    The GS-0560 dual status technician employees are not retained in their positions if they fail to complete their positions' higher financial management certifications, as determined by the incumbents' ranks and the positions' GS-grades.

    Substitution of Education for Specialized Experience- To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.
    Army National Guard and Air National Guard Officers GS-11 and GS-12 Positions
    An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
    Army National Guard Enlisted GS-07 through GS-11 Positions
    Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

    This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard.
    MILITARY REQUIREMENTS:

    The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

    Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
