Human Resources Specialist (Personnel Actions)

These positions are full time andon-site at the government's location in Alexandria, Virginia.Position Responsibilities andDuties Process basic personnel action requests (PAR) using OPM and agency guides, policies and procedures. Work independently to resolve standard PAR processing transactions and complex cases. Advise and lead junior staff in the completion of tasks for PAR processing. Identify and escalate recurring or serious problems. Keep standard operating procedures (SOPs) and other knowledge articles updated. Perform Quality Assurance on team member tickets including reviewing personnel action requests for accuracy of agency codes, existence and adequacy of supporting documents, appropriateness of the regulatory authority and the proposed action cited in relation to the intended purpose. Resolve processing problems and research a variety of error messages where coding may be in error. These positions require two (2) to six (6) years experience of federal HR experience including PAR processing. Experience coding personnel actions to include assigning nature of action (NOA) and legal authority codes. Ability to determine pay based on NOA. Experience with Human Resource Information Systems (HRIS). Experience processing PAR actions. Experience using the Guide to Processing Personnel Actions. Knowledge of federal HR personnel regulations, rules and policies. Ability to interpret and apply information from SOPs, government-wide and agency policies, procedures and guidance. Ability to interact with individuals at all levels to request and provide information. Internal and external customer service in accordance with policies and procedures requiring strong interpersonal and conflict management skills. Must have strong attention to detail, as well as excellent customer service and interpersonal skills. Must have excellent written and verbal communication skills. Experience working with one of the approved HR Line of Business Payroll Provider systems (ie National Finance Center, Interior Business Center, HR Connect, among others) is preferred. Minimum education requirement is a high school degree.
