MTEQ is seeking a highly motivated Program Manager who can plan, direct, and coordinate multi-disciplinary, cross-functional teams in fulfilling program requirements in support of the full system lifecycle design, development, integration, test and deployment of leading edge Army Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) solutions. The successful candidate will manage, track, and report on assigned program(s) existing programs as well support the expansion of business through participation in capture activities of new opportunities. The ideal candidate will have the ability to lead matrixed teams to develop tailored program plans that model program commitments, funding and schedule. As part of this responsibility, the candidate will lead client requirement gathering efforts and support the translation into operational plans for successful program execution. Candidates will be responsible for complete management of program efforts to include monitoring and reviewing all project economics to include costs, operational budgets, staffing requirements, resources and risk. Based on all economic factors successful candidates will directly support the identification of appropriate staffing needs by assembling a blend of resources to meet program needs and requirements. Candidates will be directly responsible for client management activities in target marketspace to include all reviews of program scope/progress and resolve program issues. Ideal candidate will provide technical leadership and management on major tasks or technology assignments in support of the further development and expansion of MTEQ's C4ISR portfolio leveraging expert technical knowledge within the C4ISR domain space, specializing in system of system development, integration and deployment. Assignments may include tasks whose scope primarily involves technical services delivery to government customers. MTEQ PMs work within a structured program management process using best industry practices and must have hands on experience program/project management including technical performance oversight and monitoring, budgeting, planning, scheduling, and risk management. Candidates will be expected to lead Integrated Product Teams (IPTs) involving multiple contractor and government organizations, ensuring the IPT team develops and executes plans that satisfy work product requirements in a timely manner. Some of the key responsibilities for program managers will include serving as the direct interface with government leadership, subcontractors, internal leadership, program control/financial analysts and technical task leads to monitor, track and report technical and financial performance and status of the program. As part of these duties, successful candidates will be expected to prepare, analyze, track and report budgets, tasks, and schedules needed to meet contractual/project requirements for assigned portions of a program or programs. Candidates must be able to travel periodically (eg, a few to several CONUS trips per year) in support of meetings, site visits, and field tests or demonstrations. Ideal candidates will have DoD or Army Acquisition experience, managing projects through the life cycle and milestones of a Program of Record. The positon will require regular (weekly) travel between Aberdeen Proving Ground, MD and Ft. Belvoir, VA (and MTEQ in Lorton, VA). ESSENTIAL JOB FUNCTIONS AND ESSENTIAL JOB DUTIES: Program/Project management coordination with stakeholders throughout industry to lead technical service delivery efforts for C4ISR based programs, acquiring requirements from the governments, establishing NDAs and contractual agreements with subcontracted performers, executing software release planning and man power requirements.Support the design, development, integration, test and release of complex software program baselines through the full system lifecycle. R&D and/or Program of Record experience highly desiredServe as primary programmatic interface to external customers. Meet and brief US Government program representatives on a regular basis.Ideal candidate would have a strong technical engineering based background with a thorough understanding of the software development lifecycle and associated processesREQUIREMENTS:Bachelor's Degree in Computer Science, Computer Engineering, or related Science or Engineering field, MS degree preferred.Minimum of 10 years of experience in program management within Technology based industryDemonstrated strong performance managing DoD based projects, leading the development or implementation of information systems with a broad experience base across the entire project lifecycle including testing and support to DT&E/OT&EExperience with supporting the overall engineering integration of relevant system engineering and integration efforts for DoD, other government agency, or commercial programs.Ability to convey technical designs, ideas and results to non-technical audiences and provide briefings to high-level government personnel.Demonstrated experience through the DoD Acquisition process with direct hands on experience supporting an Army Program of Record.Excellent written and verbal communications skills.Provide interface, communication and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activitiesDevelop and implement program management plans and schedules to execute project efforts to include allocation and control of all contract budgets for labor, material, and travelStrong analytical and problem solving skills.PREFERRED:Experience with continuous build and integration environment.Direct Experience with Army Programs of Record (POR)Knowledge of the Integrated Ground Security Surveillance System Response- Capability (IGGSR-C) programKnowledge of Army Intel and/or Mission Command systems (DCGS-A, AFATDS, C-RAM, GCCS-A, CPoF, etc.)Proficient with DCGS-A and Army Electronic Warfare systems and environmentsKnowledge of Army intelligence, surveillance, and reconnaissance (ISR) systems.Fundamental knowledge of imaging sensors used for Military Applications. Experience with Modeling and Simulation based applicationsTechnical or engineering background in work and/or academia.Experience reviewing and creating system-level technical documents, requirements, and specifications.Ability and willingness to serve as a mentor to junior and mid-level staff.Knowledge of DoD Acquisition Milestones, Plans, Policy, Process, and Strategy.Experience in using Business Process Modeling Notation (BPMN) methodologyExperience with test and evaluation of hardware and software for major military programs.SECURITY CLEARANCE: Currently possess an active DoD SECRET security clearance with the ability to obtain a TOP SECRET with additional compartments as needed PRIMARY LOCATION: Aberdeen Proving Ground, MD. Secondary Location is Lorton, VA. SCHEDULE: Full time. Travel between APG and Ft. Belvoir/Lorton, VA will be required.
