Program Analyst (Operational Assesments)

Schafer is seeking a Program Analyst to serve on an integrated team of government and contractor personnel performing operational assessments on the effectiveness of State and/or local law enforcement's execution of defined Concepts of Operation (CONOPS)/Standard Operating Procedures (SOP) as well implementation and performance of fielded detection technologies. Responsibilities:Responsibilities may include, but are not limited to:Assist in the management of the assessment oversight process during full-spectrum Red Team assessments and covert test campaigns.Examine CONOPS, plans, procedures, protocols, training, technologies, communications, and technical support for deployed and future technologies in the operational environment.Provide programmatic support in the planning, scheduling and coordination of concurrent operational assessment projects with Federal, State, and local assessment stakeholders. Assist in the development of venue-specific operational assessment plans, deploy to assessment and covert test venues, and document observations of current and future potential vulnerabilities in detailed After Action Reports.Attend and participate in assigned technical meetings, workshops and conferences.Draft, review and edit documents, reports and briefings.Required Qualifications: Bachelor's degree in a highly analytical field of study.Four (4) years of mission analysis/operations research experience. Superior interpersonal and oral/written communication skills.High proficiency with Adobe and Microsoft Office Programs especially Word, PowerPoint, Excel and Project.Ability to travel up to 40% of the time.Active SECRET security clearance and clearable to the TS/SCI level; ability to obtain DHS Suitability. Desired Qualifications: Experience working with Federal, State and Local law enforcement and operational partners.Experience in performing covert testing of CONOPS and fielded detection technologies.Familiarity with the Preventative Radiological Nuclear Detection (PRND) mission and associated technologies.Experience supporting nuclear, radiological and/or counter-proliferation programs.
