JOB SUMMARY:

This position is located in the Budget Concepts Branch (BCB) in the Budget Review Division (BRD) of OMB. BRD analyzes trends in and the consequences of aggregate budget policy; provides strategic and technical support for budget decision-making and negotiations; and monitors congressional action on pending legislation, including score keeping under the Budget Enforcement Act. BRD coordinates the preparation of the annual budget and supplemental estimates; the OMB-wide review of program and financial plans: the use of financial reports; and the structure, classifications, and guidance for preparation of the budget.

  • MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

    SPECIALIZED EXPERIENCE:

    You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

    A. One year of specialized experience equivalent to the GS-07 grade level or comparable pay band in the Federal service or equivalent experience in the private sector formulating, presenting, executing, or reviewing public sector budgets. A firm basis in analyzing quantitative data, and demonstrated experience using and designing automated data processing methods, including Structured Query Language (SQL). ; OR

    B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR

    C. A combination of education and experience as listed above.

    You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

    A. One year of specialized experience equivalent to the GS-09 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes formulating, presenting, executing, or reviewing public sector budgets. Experience analyzing quantitative data, and using and designing automated data processing methods, including Structured Query Language (SQL) with regular technical supervision from a supervisor or senior analyst in a work environment.; OR

    B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR

    C. A combination of education and experience as listed above.

    You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

    A. One year of specialized experience equivalent to the GS-11 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that demonstrates significant experience evaluating public sector budgets, and a solid basis in analyzing quantitative data. Experience identifying and resolving quantitative problems with occasional supervision from a supervisor or senior analyst in a work environment.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
