This position in located in the GAO, Human Capital Office (HCO), Employee Relations and Benefits Center. The HCO is responsible planning, managing and administering comprehensive human capital programs, initiatives, policies, and services to meet the needs of the agency; ensuring alignment with organizational mission, goals and performance outcomes; and evaluating links to organizational performance and growth. The Office partners with GAO leadership to ensure the agency remains a performance-based organization that maximizes performance, ensures accountability, and manages its workforce strategically.

The Employee Relations and Benefits Center provides information to employees and advice to managers on a full range of employee relations activities; administers federal benefits programs such as health/life insurance, retirement programs, worker’s compensation/unemployment compensations and death benefits; suitability determinations; and manages GAO’s Telework Program.

  • Completion of a probationary period will be required.
  • Selectee must be able to meet/maintain suitability & security requirements.
  • Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 level in the federal service, or comparable public / private sector experience. Specialized experience for this position is defined as broad knowledge of the concepts, principles and methodologies related to employee relations management, and experience applying this knowledge to implement the full range of functions related to a federal employee relations program; and experience implementing a telework program for an agency in accordance with applicable laws, policies and guidelines.

    This position does not have an education requirement.

    Candidates must possess the education (if applicable) and specialized experience as stated for this position.
