JOB SUMMARY:

The Defense Health Agency, National Capital Region Medical Directorate (NCR-MD) is the future of Military Medicine- a partnership in World Class Medical Healthcare. The Walter Reed National Military Medical Center, the National Intrepid Center of Excellence (NICoE), Fort Belvoir Community Hospital, Dilorenzo Clinic and the Joint Pathology Center, provide world class medical services to the nation's service members and their families.

About the Position:
Performs advanced technical work in the Core Laboratory of the Clinical Pathology Service, Department of Pathology, Walter Reed National Military Medical Center, Bethesda, MD.

This position's regular tour of duty will be a specific shift, however the incumbent will be required to be available for all shifts, weekends, and holidays on an as needed basis.

The work requires long periods of standing, moving, sitting, and intense concentration, often in noisy and congested areas. Occasional lifting of up to 40 pounds may be required. The work involves regular and recurrent exposure to hazards, such as infectious diseases, potentially carcinogenic and corrosive substances, electrical appliances, gas under pressure, and low-level radiation. The use of personal protective equipment (PPE) is required.

  • In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Medical Technologist:

    A. A bachelor's degree (or higher degree) in medical technology, chemistry, or biology that included or was supplemented by at least: 16 semester hours of biological science of which one course was in microbiology and one course was in immunology. The remaining biology courses must have been in general biology, zoology, or any of the areas listed below under "Evaluation of Education and Experience;" AND 16 semester hours of chemistry of which one course was in organic or biochemistry. The remaining chemistry courses must have been in general chemistry, qualitative analysis, qualitative chemistry, quantitative chemistry, physical chemistry, analytical chemistry, or any of the areas listed below under "Evaluation of Education and Experience;" AND 3 semester hours of college mathematics.

    OR

    B. At least a full 4-year course of study that included or was supplemented by at least 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post-baccalaureate certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.

    OR

    C. A combination of (1) at least 35 semester hours of biological science, chemistry, and mathematics as described in paragraph A above and (2) additional appropriate education and/or experience totaling 4 years. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.

    Evaluation of Education and Experience: The four major areas of clinical laboratory science are microbiology, clinical chemistry, hematology, and immunohematology (blood banking). Qualifying course work in these areas includes bacteriology, mycology, mycobacteriology, tissue culture, virology, parasitology, endocrinology, enzymology, toxicology, urinalysis, coagulation, hemostasis, cell morphology, immunology, serology, immunoserology, immuno-deficiency, hemolysis, histocompatibility, cyto-genetics, and similar disciplines or areas of laboratory practice.

    Related fields include physiology, anatomy, molecular biology, cell biology, embryology, pathology, genetics, pharmacology, histology, cytology, nuclear medicine, epidemiology, biostatistics, infection control, physics, statistics, and similar areas of science where the work is directly related to the position to be filled.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience includes performing high complexity patient testing (such as chemistry and hematology pre-analytics and automation, chemistry assays, immunoassays, osmolality, sweat chloride, therapeutic drug monitoring, toxicology, serology/immunology, differentials, coagulation, urinalysis, bone marrows, body fluids, semen analysis, flow cytometry) within a Clinical Pathology Service/Core Laboratory; differentiating normal and abnormal cell morphology based on cellular characteristics; setting up and monitoring quality controls; troubleshooting and performing maintenance on testing instruments; and performing proficiency testing for national accreditation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

    Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position, such as Clinical Laboratory Science or Medical Technology.

    Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

    AND

    Certification Requirement: Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by the Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Technologist (MT) or Medical Lab Scientist (MLS) is required.
