This position is located at the Department of Defense, Defense Security Cooperation Agency (DSCA), in the Office of the Chief Performance Officer (CPO). The purpose of this position is to serve as an advisor to senior level official about the evaluation/study of mission oriented Security Cooperation program and operations.
The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. OSD includes the immediate offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Director of Defense Research and Engineering, Assistant Secretaries of Defense, General Counsel, Director of Operational Test and Evaluation, Assistants to the Secretary of Defense, Director of Administration and Management, and such other staff offices as the Secretary establishes to assist in carrying out assigned responsibilities.
This position has promotion potential to the GS-13 grade level. The incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes work that involves gathering, analyzing, and evaluating security cooperation information concerning processes and performance measures; conducting quantitative, qualitative, cost benefit, and similar types of analysis that have major impact on security programs/operations; researching and gathering data from a variety of data systems to develop metrics and performance measures to improve security cooperation activities; developing business case analysis based on data/metrics to assess security cooperation programs.
B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
