The Permit Processing Specialist communicates information directly to homeowners, developers, architects, engineers and contractors regarding the process related to the application and issuance  of construction and right-of-way permits. This employee responds to any issues related to permit applications, fees and construction plans that were submitted while ensuring that construction activities are in compliance with applicable State and County regulations, standards, and specifications.

Duties include:
  • Processing and approving building, demolition, plumbing, fence, land disturbance activity, and right-of-way permits utilizing a permitting software system;
  • Evaluating "walk through" construction plans for required data and accuracy and making initial determination and decisions regarding application acceptance;
  • Reviewing civil engineering and architectural plans using electronic plan review software to calculate the linear or square footage of construction activity;
  • Locating and counting drainage fixture units; determining when upgrades to water service are required; and identifying conflicts between proposed construction activity and existing public utility infrastructure;
  • Assessing and collecting appropriate permit and utility fees;
  • Receiving, logging, prioritizing, and distributing applications and plans to the appropriate staff for technical review;
  • Coordinating with staff as to the status of plan reviews and alerting applicants regarding permit rejections or approvals;
  • Conducting research using permitting software, GIS, and various electronic management systems to provide information about County rights-of-way, easements, and utilities to customers;
  • Scanning plans and creating digitized plan archive;
  • Reconciling daily check and credit card purchases and delivering associated reports to the Office of the Treasurer and bank.

 Selection Criteria: Candidates will be hired at full performance level as a Permit Processing Specialist I, II or III depending upon their ability to meet minimum selection criteria and certification requirements.

Minimum Requirements:

Permit Processing Specialist I:  $38,525.60 - $59,030.40
An Associate's degree in Construction, Engineering, or Architectural Technology or related area, plus six months experience in customer service in a front counter or professional office environment in building or construction trades industry or closely related environment.  Proficiency in Microsoft Office, Outlook, Google Maps, electronic data entry and/or billing preferred as well as experience in electronic records management, GIS and/or permit processing software.

Certifications: VDOT Basic Work Zone Safety certification within one year.

Permit Processing Specialist II:  $42,307.20 - $64,625.60
An Associate's degree in Construction, Engineering, or Architectural Technology or related area, plus one year of experience in the building and construction trades industry; processing trade permits or land use approvals; reading construction or traffic control plans; or explaining technical information, rules, and procedures to others.  Familiarity with State and local construction codes, policies, and specifications. Proficiency in electronic records management, GIS and/or permit processing software

Certifications:All above, plus VDOT Intermediate Work Zone Safety certification within one year.

Permit Processing Specialist III:  $45,822.40 - $69,992.00
An Associate's degree in Construction, Engineering, or Architectural Technology or related area, plus over two years' experience in the building and construction trades industry; processing trade permits or land use approvals; reading construction or traffic control plans; or explaining technical information, rules, and procedures to others. Thorough knowledge of construction practices as well as State and local construction codes, policies, and specifications.

Certifications: All above, VA Basic Erosion & Sediment Control, VA Basic Storm Water Management, or VA Responsible Land Disturber (RLD) certification within one year.

Substitution: Relevant experience can be substituted for the education requirement on a year for year basis.

Desirable experience:
  • Providing technical information and explaining rules and procedures to others;
  • Providing services to the public in an office environment;
  • Experience with and understanding of permitting process or permitting software, and/or;
  • Reading and understanding construction plans, drawings, and technical construction terminology.

 Special Requirements: The applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
