Job Title: MANAGEMENT & BUDGET SPECIALIST Closing Date/Time: Thu. 06/22/17 11:59 PM Eastern Time Salary: $53,019.20 - $105,996.80 Annually
Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, Virginia       This exciting and challenging management and budget position is in the Department of Human Services, Aging and Disability Services Division (ADSD). This Division provides comprehensive services to older adults and individuals with developmental disabilities to promote living with dignity and independence in settings they prefer. Intensive, targeted community-based assistance is provided to prevent unnecessary institutional placements, ensure safety in the home and encourage active engagement in community life.

The Management & Budget Specialist will assist with fiscal, budgetary, accounting, purchasing, quality assurance, administrative and technical support services within ADSD. The work of this position includes analyzing current and future trends and associated costs; maximizing fiscal and staff resources; reviewing expenses and revenues for accuracy; and making corrections when necessary. The employee will also assist with contract administration for the division, assisting staff to maintain services, generate purchase orders and enter payments into the financial system. The employee works with ADSD staff to provide support for financial matters to ensure that resources are acquired, maintained and utilized to their fullest potential.

Specific duties include:
  • Assisting in the preparation of the ADSD budget of approximately $21 million;
  • Participating in the procurement of goods and services and payments for service providers;
  • Using an integrated financial system (Oracle) and MS Office for the preparation and maintenance of fiscal tracking documentation, spreadsheets, databases, presentations, reports or other documents;
  • Tracking state and federal funds expended and received;
  • Monitoring large local and externally funded program budgets and spending; and
  • Preparing statistical and narrative program/project reports.
Although a background in fiscal oversight and budgeting is critical for this position, the successful candidate will possess highly developed communication skills along with the ability to understand programmatic needs and revenue maximization. The employee must be able to present clear and concise analysis of and interpret complex issues; develop long and short range budget planning scenarios;  and create and maintain successful working relationships.
 Selection Criteria: Minimum: Bachelor's degree in Finance, Business, Public Policy, Public Administration, Economics or a related field and some experience in the finance, planning and administration of publicly funded programs or reasonably transferable skills.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Development, administration, and monitoring of a large complex budget;
  • Quality assurance, monitoring program performance, and/or working with performance measurements;
  • Use of Oracle e-business suite or other budget software; and/or
  • Working  in a human services field.

 Special Requirements: An assessment of MS Excel skills will be administered.

 Additional Information: Normal work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. with some flexibility.  Occasional evening and weekend hours, on an as needed basis.
