General Job Requirements: JD from accredited law school; Minimum 3 years of litigation experience; MD Bar admission; Excellent written and oral communication skills; Careful attention to detail and commitment to excellence; Strong organizational and project management skills; Ability to work as part of a team in a fast-paced busy environment. Federal bar admission to U.S. District Court of Maryland is a plus.
The position involves serving as primary counsel to the police department concerning its operations, including but not limited to providing advice to the Department and the Chief of Police on a range of issues, assisting the records custodian in responding to Public Information Act requests and subpoenas, reviewing use of force reports, assisting in the promulgation of and amendments to the police general orders, and providing advice on personnel matters. Candidates should have a working familiarity with the Maryland Public Information Act, the Law Enforcement Officer’s Bill of Rights, federal and state anti-discrimination and other personnel laws, police training, use of force and 4th Amendment issues, among others.
