The position of Information Technology Specialist (Internet) is located in the National Center for Science and Engineering Statistics (NCSES). Through the conduct of several nationally-representative surveys, NCSES develops factual and analytical data and reports on the nation's science and engineering resources. The Center's work covers topics such as the financial and physical resources related to the U.S. research and development enterprise, the education of scientists and engineers, and characteristics of the scientific and engineering workforce. The ideal candidate manages all aspects of the Center's internal and external websites. As Web Manager, the selectee will oversee the development, refinement and maintenance of technical solutions using the latest web technologies, including a content management system and the integration of relational databases; support the development of web applications that are compatible with current web technologies; work to develop technical documentation and reports as well as ad hoc reports with recommendations; and facilitate communications with customers, project members, and senior management. The ideal candidate will also provide technical supervision for the Center's web application development, maintenance, and support services teams, including prioritizing and monitoring workload, coordinating, and rendering decisions on work related problems with supported applications, products, and services and provide expertise, leadership, and advice in all aspects of web application development and web architecture.

- To qualify at the GS-13 level you must have 1 year of specialized experience equivalent to GS-12. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: technical planning, design, development, testing, implementation and management of Internet, intranet, & extranet activities; systems/applications development and technical management of Web sites; providing guidance in appropriate methods for Internet delivery; create or oversee creation of content management systems and internet applications to enhance user-developed content; provide services to optimize customer experience; oversee management of Internet servers and creation of web pages.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
