Senior Organizational Training and Development Consultant

Office of Human Resources

Exempt, Regular, Full-Time, Pay Grade 3.3

University of Maryland University College (UMUC) seeks a Training and Development Consultant in the Office of Human Resources. The Senior Organizational Training and Development Consultant assess, develop, and implement organization development training programs, leadership development programs, and initiatives and change management to support business objectives and goals. This position will facilitate, present and evaluate programs and initiatives to enhance the learning capabilities and effectiveness of the organization.


  • Design, develop, plan and deliver leadership development initiative and programs, organizational training and programs for online learning management systems.
  • Access, analyze, and select appropriate training systems using traditional or alternative methods, techniques, and formats.
  • Conducts organizational development assessment, diagnosis, consulting and action plan interventions to address issues specific needs and meet individual, departmental, and divisional organizational strategic efforts.
  • Provide change management coaching and consulting support to leaders and project teams.
  • Provide coaching to leaders on developing leadership competencies and development plans to improve effectiveness and the bench strength of the organization.
  • Performs other job-related tasks as directed by supervision.
  • Knowledge of adult learning theory, training needs identification methods, program design and evaluation methods.
  • Knowledge of traditional, online and blended learning methods Comprehensive knowledge and experience with best practices in OD, change management, organizational and individual learning, and leadership development.
  • Knowledge of needs identification and assessment, high-performance teams and group dynamics.
  • Knowledge and experience of designing and implementing learning and development programs.
  • Knowledge of career coaching and development plans.
  • Ability to work effectively with clients, identifying issues and alternatives, helping implement solutions, and managing client relations.
  • Competence in platform delivery skills Ability to organize and perform work activities independently and to handle multiple assignments within specific time constraints.
  • Ability to communicate effectively and to explain abstract concepts to people from diverse backgrounds and organizational levels. Proven communication skills and ability to influence organization leaders.
  • Ability to evaluate, integrate and apply a variety of theoretical frameworks related to management and supervision (e.g., leadership theory, theories of work motivation, organization theory and group dynamics), OD and organizational psychology.
  • Project management.


  • Bachelor of Science degree in HR, Training and Development, or required in related field from an accredited institution of higher learning.
  • Masters Degree in Organizational Development or applied behavioral science.
  • Five (5) or more years' work ​experience in training development, leadership development and coaching, organizational development, change management or related discipline.


  • Certifications and experience in assessments, developmental instruments and programs such as MBTI, 360 assessments, Situational Leadership/One Minute Manager, SDI, etc. Satisfactorily complete required background checks.
