JOB DESCRIPTION: Information Technology (IT) Operations Analysts interact with customers, IT professionals, and engineers to oversee the implementation and monitoring of new IT systems. They define requirements, design and document system specifications, manage assets, and perform quality assurance procedures. They apply Information Technology Information Library (ITIL) principles to ensure successful transitions of systems into the enterprise and community. IT Operations Analysts collaborate with mission partners, customers, and policy makers to promote optimal day-to-day IT performance and reliable delivery of data, products, and services across the National System for GEOINT (NSG) and Allied System for GEOINT (ASG).

    To qualify for a Pay Band 2, you must convey in your application the following requirements:

    1.) Understands IT fundamentals such as computer systems, operating systems, networking, network protocols and common software applications;
    2.) Specifies goals, identifies constraints, generates and evaluates alternatives and makes a determination while considering values, risks, implications and projected outcomes of decisions;
    3.) Organizes work, identifies critical activities, establishes priorities, and develops short or long-term plan to accomplish goals.

    To qualify for a Pay Band 3, you must convey in your application the requirements for a Pay Band 2, AND the following requirements:

    1.) Anticipates and meets the needs of both internal and external customers, delivers high-quality products and services, and is committed to continuous improvement;
    2.) Identifies and analyze problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes recommendation;
    3.) Consistently deliver superior, responsive, and knowledgeable customer support to partners at all levels.

    EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Computer Science, Engineering, Information Technology, Mathematics, or a related Physical Science discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience monitoring and/or coordinating the resolution of information technology issues or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Four years of experience monitoring and/or coordinating the resolution of information technology issues or a closely-related area that demonstrates the ability to successfully perform the tasks associated with this work.

    DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

    1.) Information Assurance - protects information systems and data by ensuring their availability, authentication, confidentiality and integrity;
    2.) Audits and Assessments - IT audit experience to include Federal Information Security Controls Audit Manual (FISCAM) or Federal Information Security Modernization Act (FISMA);
    3.) Process Analysis and Improvement - identifies process problems and shortcomings and generates alternatives that lead to enhanced outcomes;
    4.) Active IT credentials or certifications (e.g. Agile, ITIL, DoD 8570 IAT Level II).

    You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

    Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

    NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

    This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601.
