General Dynamics is seeking an Enviornmental Planner and Encroachment Program Coordinator to manage and maintain sustainable ranges and training areas for Commander Naval Air Forces.  Position suports Commander Naval Air Forces (CNAS) located aboard Naval Air Station, North Island.

 

PACFLT CNAF Environmental Planning and Encroachment Program Coordinator (Senior Manager)

    Provide environmental planning and encroachment support to CNAF.Coordinate with USFF, PACFLT, USN Region Southwest, and local range management and user communities.Other duties as designated in support of environmental training operations and supporting CNAF in responding to encroachment issues.Subject matter expert / technical analyst for PACFLT ranges, Special Use Airspace (SUA), and at-sea OPAREA encroachment issues.Provide analysis of encroachment to Fleet ranges, SUA, and OPAREAs including proposed oil/gas exploration and alternative/renewable energy proposals.Collaborate/coordinate with key non-PACFLT stakeholders on encroachment as necessary to include OSD, OPNAV, CPF, SYSCOMS, CNIC HQ, and CNIC Regions.Interface with subordinate PACFLT commands including numbered Fleets, Type Commanders, operational commands, range managers, and range scheduling authorities to gather and analyze inputs for encroachment impact analyses.Participate with region encroachment teams for issues impacting fleet training or which can affect mission readiness.Interface with federal, state, and local officials and non-governmental organizations (NGOs) on encroachment proposals that may affect Fleet readiness to assist in developing and articulating Fleet/Navy positions.Assist in developing and reviewing Fleet range sustainment projects, such as environmental compliance and planning documents and Range Complex Management Plans.Security clearance required: Secret
Education 1. Bachelors Degree in Environmental Science, Engineering or a related technical discipline.

 2. Masters Degree preferred.

  Qualifications
    Experience in Fleet ranges, SUA, and at-sea OPAREAs including knowledge of Fleet activities that occur on or within ranges, OPAREAs, and SUA boundaries.Experience in Fleet training range requirements, including Fleet Response Plan (FRP)/Fleet Readiness Training Plan (FRTP), and major and unit level training exercises.Experience in Navy organization and command and control relationships.Experience in encroachment, environmental issues, and other range sustainment issues that can affect mission readiness.Experience coordinating with other USN commands and services.Knowledge of federal, state, and local environmental regulations that may impact DoD training and testing.Experience developing environmental planning documentation.Staff experience in USN Fleet training, operational planning and exercise implementation (e.g., USFF or PACFLT staff, numbered fleet staffs, type commander billets, commander strike force training staff, tactical staff, commander USN region staff, and FACSFAC staff).Former military officer of the rank of O4 or aboveAbility to work many projects independently with minimal staff support.Experience in developing and presenting briefings to senior leadership at the Flag/General officer level.
