Job Description

Primary: Senior Adviser for Service (to include all DoD) Training which provides Operations, Maintenance and Engineering support for the Combined Tactical Training Range (CTTR) and Navy Continuous Training Environment (NCTE) systems and equipment. The CTTR and NCTE programs integrate Tactical Training Ranges, simulation, training, and Command, Control, Communications, Computers, and Intelligence (C4I) systems and various weapon systems development laboratories, facilities and functions dispersed across the United States, in order to obtain economies of scale, improve coordination of existing training capabilities, and accelerate the ranges’ ability to keep pace with ever evolving training requirements of our war-fighters. 

Concurrent: Assists in the development, coordination, and integration of additional training capabilities, network capabilities, and future requirements. Advises the Solutions Architect and other SMEs on the most effective approaches to Distributed training for programs such as Fleet Warfighting Training System (FWTS) or Joint Readiness Training Center (RTC), while also advising the Training Brand on the most current methods of conducting exercises occurring across the networks.

    Advises the Capture Team on best utilization of contractor personnel for operations, maintenance, and engineering support for the ranges and facilities comprising the CTTR. Advises the Capture Team on best utilization of contractor personnel for operations, maintenance, and engineering support for the networks and facilities comprising the NCTE. Advises the Capture Team on best utilization of contractor personnel in the development and delivery of complex Fleet Synthetic Training in support of customer training objectives. Advises the Capture Team on best utilization of contractor personnel in developing and delivering technologies which enhance operations of both the CTTR and NCTE. Coordinates with the Capture Team in evaluating potential desired enhancements or architectures supporting both CTTR and NCTE. Assists in the development of position descriptions; reviews resumes and conducts interviews of prospective employees. Utilizes an extensive knowledge of Naval, Joint, and Allied military procedures, operations, doctrine, as well as knowledge of operations, maintenance, and repair of the systems and equipment used on ranges and by the US military to ensure successful use and execution of training scenarios, data collection, and connectivity within the CTTR and NCTE domains.  The candidate will be the primary adviser to the Capture Team prior to and after contact with the customer.  Some travel, primarily within the Continental United States will be required.  The job is located in Chesapeake, VA and will require residence in the Tidewater area.
Education Bachelor of Science in a technical curriculum (e.g. Engineering, Computer Science, Mathematics, Operations Research); Preferred Master of Science in Technical or National Policy related field: 

 Professional certification (PMP) preferred.

Qualifications 10-12 years of related program management experience.

 

Prior Military Service:

    No less than 20 years if Service was as a Commissioned Officer: Required Significant experience in training at the shipboard, staff, and operational levels in live and synthetic environments, Commanding Officer of significant training activity supporting Fleet training is a primary concern. Required

    Experience in Command at Sea and/or Ashore. Required

Current Security Clearance (Secret) with ability to upgrade to Top Secret. Required
