This position is responsible for coordinating, managing and directing a team of business, Marketing, VMO and IT resources who are responsible and accountable for implementing change efforts (process and functional) following the Systems Development Life Cycle (SDLC) and Business Process Management (BPM) methodology and standards. Provide strategic consultation to Insurance & Financial Services executives on the application of technology and business process re-engineering/optimization to business needs. Assess business impacts and recommend alternatives for increased productivity, regulatory compliance, and best return on investment. Develop business cases and justifications to assist in the prioritization and funding process. Manage any vendor relationship utilized to deliver projects.This role will support the Insurance and Financial Services Group Insurance book of business and administration system. This role is required to support the various business and IT departments with regard to issues research, implementation of enhancements, prioritization, billing, annual enrollment and general reporting needs. Purpose and Mission1. Provide business direction and oversee multiple concurrent Projects to ensure a coordination of effort within I&FS and associated groups (IT, Finance, MAS, Marketing, and VMO) and that projects are delivered on time, in budget and meeting expectations. (40%) a. Works directly with senior business line managers to set deliverables, priorities and timeframes for project objectives. Manages project deliverables by prioritizing the list of new features, defect corrections and new projects and managing the completion of those projects with the business units and IT.b. Develops and manages project management plan including project definition, scope, charter, dependencies, IT implications, schedule, deliverables, and resource requirements. Accountable for re-engineering methodologies and consideration in all projects.c. Develop accurate high-level and detailed business requirements and Statements of Work for both IT and vendors that are approved by business managers. Perform gap analyses to identify where business needs are not met through the recommended technology solution. Lead requirements verification to ensure that the BR are complete, consistent, concise, feasible, verifiable and that they conform to standards. Assess the impact of changes to the affected operational areas and other interfacing systems. d. Create and manage cross-functional project teams and other project resources in response to new business initiatives. Coordinate, collaborate, and negotiate priorities and commitments with the IT department and business units to meet project objectives and to research, investigate and recommend technology solutions. Consult on the projects of other project managers.e. Plan, manage and coordinate delivery of end user documentation and training activities. Identify, document and deliver newly developed business policies and procedures resulting from technical solution implementation. f. Plan, develop and document test cases, test scenarios and acceptance criteria to verify and validate business needs and expectations. Manage and perform user acceptance testing and evaluate, verify and validate test results. Communicate identified defects to IT and manage their correction and verification.g. Partner with IT to align deliverables and resources. Acts as a liaison between the business and IT, within project scope, for the duration of the project.h. Regularly communicate status of all projects to I&FS Department Managers and Directors to ensure that business needs are met. Monitor the attainment of the expected business value (for example, a specific risk is controlled, process is made more efficient), provide updates to business management and take corrective actions if expected results are not achieved. i. Ensures common process, format, tracking, reporting and documentation of I&FS projects. Leverages common methodologies and processes. 2. Serving as the Subject Matter Expert (SME), consult with and provide guidance to Insurance & Financial Services executives to support strategic decision-making, facilitate workflow process redesign, increase productivity and minimize risks. Provide expert guidance and recommend various alternatives to business problems to best leverage resources. Act as focal point for operational units to communicate and clarify customer service issues and help facilitate their resolution. 3. Mentor and coach less senior staff in all aspects of the system implementation and support including: the gathering and development of business requirements, communication and support of IT during the development and testing, development of User Acceptance Test scenarios and cases, execution of the UAT, working with the business units in updating processes and procedures, cutover to production, overall project management and production support. 4. Oversee, manage and participate in Business Process Excellence (BPE) projects utilizing the Lean Management and Committee of Sponsoring Organizations (COSO) framework in order to improve process efficiency and effectiveness while identifying and managing risks. 5. Garner user buy-in to facilitate and improve Insurance & Financial Services involvement, ownership and acceptance and manage expectations. Facilitate communication and understanding between the business users and IT, coordinate business resources and work with IT staff to resolve business system problems. Responsible for building and maintaining a collaborative relationship between Insurance & Financial Services and strategic business partners (IT, Finance/Record Keeping, Lincoln Ops, VLS, Compliance, Marketing). 6. Participate in long-range and short-term strategic planning of technology applications and focus on all aspects of benefits administration. Solicit and prepare business cases that provide a high level scope of the project, major features, risks, and expected business value and return on investment (ROI). 7. Provide excellent customer service for both employee/internal customers and those individuals outside of NRECA, such as cooperative members, vendors, etc. Uses the LUCD framework to operate, on a daily basis, in a way that will improve customer's perceptions of the department by being sensitive to customer's needs, client focused, professional, and pro-active. The person who occupies this position has the responsibility for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position's job duties, in accordance with NRECAA cents € (TM) s Personnel & Administrative Policy and HIPAA Privacy and Security Policies & Procedures Manuals.Requirements and QualificationsBS/BA (in Business Administration, Management Science, Computer Science or related field) WITH the commitment to obtain either the project management professional (PMP) or business analysis certification within 2 years or Equivalent professional work experience (minimum 15 years) in systems implementation with project management, business analyst, and/or software testing experience and/or coursework WITH the commitment to obtain either the project management professional (PMP) or business analysis certification within 2 years.
