Phase One is seeking is an experienced Business Analyst experience and skills supporting project management and process analysis activities within the Office of the Chief Information Officer (OCIO) of a Federal Agency.The business analyst will be responsible for working with business users to analyze business functions and processes, developing business requirements documents, process flows, procedural improvements plans, and strategic communications for the OCIO.Responsibilities:Providing recommendations to continually improve and align the Agency's processes to OMB, Congressional and Department-level requirements and mandatesSupporting Information Technology Project Managers with advancing IT investments through the SDLCSupporting OCIO Budget Request, Passback, Execution, Reconciliation and Procurement Request processesCoordinating with interrelated NHTSA OCIO project areas including Governance, Strategic Planning, IT Policy, and Enterprise Architecture (EA)Organizing quarterly investment reviews according to a Pre-Select, Select, Control and Evaluate lifecyclePreparing, submitting, and maintaining business cases and other project artifacts such as Exhibit 53 and 300 documentation for individual IT investments in preparation for Departmental and OMB reviewAssisting with analysis and revisions to capital planning guidance that drives development of NHTSA's IT PortfolioPerforming business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process in satisfying applicable requirements, including OMB Circular A-11 and A-130Assisting in the collection and presentation of planned versus actual spending and planned versus actual schedule performance figuresShowing strategic leadership while collaborating other team members and federal employees in both Business Analysis and Project Management disciplines, with a particular emphasis on IT governanceDeveloping in-depth knowledge of supported business areas and engage business partners in evaluating opportunities for process integration and refinementWorking on specific related projects which include:Guiding the development of governance teamsLeading modernization studies with business managers and executivesAuthoring modernization blueprints to document findings and recommendationsSupport Capital Planning and Investment Control (CPIC), Enterprise Architecture (EA), IT Policy, Program Management Office, Open Government, Records Management, Paperwork Reduction Act and IT Governance related processesThe candidate should be experienced working with business users, analyzing business functions and systems, developing recommendations, and mentoring staff. Other Requirements:United States CitizenshipBachelor's degree required in Business Administration or a related field3 + years of business analysis experience in the areas of OCIO Program Management, IT Policy, Strategic Planning, IT Governance, and Capital Planning in support of a Federal Agency OCIOAbility to ensure high quality client deliverables.
