RESPONSIBILITIES: Serve as the manager of the Remote Sensing Laboratory (RSL) Andrews Department located at Joint Base Andrews Maryland. Provide management and technical leadership to a diverse group of scientific, technical, aviation, and operations staff which support a number of nuclear emergency response programs, as well as significant support to a variety of Department of Defense (DoD), Work for Others (WFO) programs in the national Capitol region. Interface with Department of Energy (DOE) and National Nuclear Security Administration/Headquarters (NNSA), DOE Nevada Field Office (NFO), Department of Homeland Security (DHS), DoD and WFO customer's staff, and National Security Technologies (NSTec) program and operational support staff to develop program plans and execute a wide range of technical efforts. Participate in national level working groups, intra-laboratory consortia related to emergency response, nuclear non-proliferation and homeland security. Develop and mentor scientific and technical staff as well as develop and implement operational plans and processes. Take a leadership role and own "One RSL" initiatives. Contribute to overall health and collaboration across the Global Security Directorship. Be a mentor, advocate and a respectful and honest 'servant leader' to the scientific, technical, information technology, strategic business development and emergency response community. Exhibit leadership, foresight and an unwavering vision and commitment to the mission of RSL and National Security Technologies (NSTec). Build relationships across RSL, Global Security, NSTec, the Department of Energy and Work for Others (WFO) Customers. QUALIFICATIONS: Bachelor's degree in related field, or equivalent training and experience, plus a minimum of 14 years' related and progressively responsible experience. Ph.D/advanced degree is preferred or significantly demonstrated experience in the mission of RSL and Global Security. Demonstrated line and program management experience as well as technical experience in a nuclear emergency/emergency response environment (focusing on crisis response, consequence management, operations, search and inter agency communications) and familiarity with the DOE/NNSA and interagency nuclear emergency response organizations and procedures. Experience in developing briefings (both tactical and strategic) and presenting them to appropriate groups from Executive Contractor/DOE/WFO management, line operatives, and specialized Customer agencies. Act as a competent and professional representative of the Remote Sensing Lab and Global Security for Executives for United States and International Leaders visiting RSL Andrews as well as supporting RSL initiatives with International Customers. Experience in developing/managing proposals, white papers, strategic plans, and implementation of plans. Experience in mentoring scientific and technical staff. Experience in, but not limited to, budgets and budget adherence, personnel planning, interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, and employee discipline. Must possess interpersonal communication skills of an influencing and motivating nature to interface effectively with NSTec management, NNSA/DOE management, and representatives. Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, best practices, policies, procedures, or regulations. Ability to communicate the written and spoken word with tact, diplomacy, and authority, when necessary. Strong written and oral communication skills and effective interpersonal skills. Must have the ability to exercise considerable judgment in establishing and maintaining positive working relationships internally and externally especially in unexpected and unanticipated situations. Demonstrated leadership qualities with strong team building experience. Must possess an appropriate valid driver's license. Must be able to obtain an SCI clearance. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted.
