RESPONSIBILITIES Perform duties as the Aviation Safety Section Supervisor at the Remote Sensing Laboratory located at Nellis Air Force Base in Las Vegas, NV and Joint Base Andrews, MD. Candidate will be responsible for day to day direction and coordination of all aviation safety related activities and all personnel responsible for overseeing the aviation safety program at both aviation bases of operation. Candidate must work with limited supervision to accurately and safely complete complex tasks in accordance with aviation safety and company policies. Administer all matters concerning the aviation safety management system that includes daily oversight of aviation flight and maintenance operations at his/her base of operations and oversee the duties and responsibilities of the Aviation Safety Representatives at both operational bases. Monitors performance against metrics and goals as established/approved by Company and federal aviation management. Interact daily with subordinates and perform frequent interaction with Aviation Manager. Serve as the Aviation section liaison to brief government officials, and other dignitaries on scheduled tours. Assign, supervise and review the work performed by subordinates; coordinate with the Chief Pilot to ensure aviation task and operations are performed within the standards outlined in Company policies, DOE direction and related Federal regulations, and are standardized between RSL Nellis and Andrews. Perform related work as assigned by supervisor. Demonstrate environment, safety, health, and quality leadership and consistently enforce environment, safety, health, and quality policies and procedures. Implement applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility. Take immediate action to correct reported or observed unacceptable environment, safety, health and quality conditions and/or behaviors. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the National Security Technologies, LLC (NSTec) safety concept. Support and encourage employee participation in NSTec environment, safety, health, and quality initiative.QUALIFICATIONS Bachelor's degree or equivalent training and experience, plus a minimum of eight years' of related and progressively responsible experience. Working knowledge of applicable Federal Aviation Administration regulations, related OSHA regulations and Aviation Safety Management Systems. Must have comprehensive knowledge of Department of Energy Aviation related Orders and Guidelines, and NSTec Company policies and directives. Have a minimum of ten years supervisory experience in aviation related operations. Must posses excellent written and verbal communication skills. Have the ability to set priorities, supervise others, build and lead teams and monitor and measure performance. Must possess a valid state driver's license. Must be willing to carry a pager at all times and be available for emergency recall 24 hours per day, as needed. Ability to travel on short notice and work non-standard duty hours, as required. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
