Joining the Office of the Undersecretary (OUS) means overseeing Department of Homeland Security (DHS) efforts to counter terrorism and enhance security, administrative performance, operational programs, and other pertinent management information. This policy analyst position starts at a salary of $ 54,972.00 (GS-09), with promotion potential to $ 54,972.00 to $103,639.00 (GS-12).   • To qualify for the GS-09 grade level, your experience and/or education must meet one of the following:
    A. At least one year of full-time specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) Utilizing statistical measurement tools and techniques to monitor processes/initiatives and report findings; and (2) Analyzing facts, identifying problems, reporting findings, making conclusions, and recommending corrective actions to resolve problems where changes in established procedures and methods may be required.
    OR
    B. Have successfully completed 2 years of progressively higher level graduate education leading to a Master's degree or a Master's or equivalent graduate degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to conduct the work of this position. Such fields include public or business administration.
    OR
    C. Have combination of graduate education and specialized experience (described in response A & B above). To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take number the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must provide transcripts (official or unofficial) to support this claim and your resume must support your experience if combining education and experience.

    NOTE: Your resume must support your claim of specialized experience, i.e. where, when and how you performed the work if using experience to meet the qualification requirement, for the GS-09 grade level. In addition, if using education or a combination of education and experience to meet the qualification requirement, you must submit a copy of your college transcripts (official or unofficial), or you may be found ineligible.

    To qualify for the GS-11 grade level, your experience and/or education must meet one of the following:
    A. At least one year of full-time specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) Assisting in the evaluations on the worth of program accomplishments; (2) Utilizing statistical measurement tools and techniques to monitor processes/initiatives to assist in detecting problem areas; (3) Analyzing interrelated issues in long range planning; and (4) Assisting in the development of administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.
    OR
    B. Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, e.g. LL.M. at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to conduct the work of this position. Such fields include public or business administration.
    OR
    C. Have combination of graduate education and specialized experience (described in response A & B above). To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

    NOTE: Your resume must support your claim of specialized experience, i.e. where, when and how you performed the work if using experience to meet the qualification requirement, for the GS-11 grade level. In addition, if using education or a combination of education and experience to meet the qualification requirement, you must submit a copy of your college transcripts (official or unofficial), or you may be found ineligible.

    To qualify for the GS-12 grade level, your experience must meet the following
    At least one year of full-time specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) Evaluating and determining the worth of program accomplishments; (2) Utilizing statistical measurement tools and techniques to monitor processes/initiatives to detect problem areas and develop and execute corrective actions; (3) Analyzing and evaluating methods and techniques used to implement long range (20 year) plans; and (4) Developing/executing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments.

    NOTE: Your resume must support your claim of specialized experience, i.e. where, when and how you performed the work to meet the qualification requirement, for the GS-12 grade level or you may be found ineligible.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide
    valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
