The Authority is seeking a highly motivated Manager, Work and Asset Management Systems.The Manager, Work and Asset Management Systems will manage Enterprise Asset Management System (IBM Maximo), GIS (ESRI Arc-GIS) systems, the asset and work management application portfolio, and the GIS Mobile and Maximo IT Teams at DC Water. This individual serves as the subject matter expert on enterprise asset and work management systems and processes mobile workforce solutions, and as the chief architect and program manager for customer solutions and service in this area. The manager oversees all activity in this area and ensures all SLA support and service levels are maintained and managed, as well as projects delivered on time and on budget. The manager serves as the main IT liaison with the key field and plant workforce departments as DC Water. ESSENTIAL FUNCTIONS: . Maintains application portfolio, roadmap and budget for application area.. Manages, trains, monitors, mentors and guides their team and prioritizes its activities ensuring team goals and objectives are met.. Oversees the business roadmap and release management process for their area of expertise. . Ensures the DC Water IT governance model, IT security, Change management policies and that SDLC, Project Management and IT standards are followed.. Coordinates and participates in Local Steering Committee activities.. Provides metrics and activity status to DC Water Management.. Assists in application life cycle including gathering and reviewing requirements, risks, and issues and scheduling releases, application updates and planning and implementing projects.. Serves as project manager on major projects in application area.. Trains and educates staff, project sponsors and business stakeholders.. Ensures the successful completion of activities and projects on time and on budget to customer satisfaction.. Creates standardized project plans, maintenance plans and matures team's internal business processes.. Responsible for team priorities and work assignments.. Establishes application monitoring and controls.. Resolve support and other issues within SLA guidelines.. Understand the extent to which Maximo can be modified/configured (without customization via JAVA code) to solve business requirements and provide solution designs.. Coordinate with multiple departments' representatives to achieve enterprise agreement/understanding on issues, design etc Leads customer meetings to gather and refine requirements. MINIMUM QUALIFICATIONS: . Bachelor's Degree in Computer Science/Information Technologies or related technical field and seven (7) years of progressive experience in Information Technology or a related industry; or equivalent combination of education and experience. Two (2) years supervisory experience required.. Experience and understanding of spatial data concepts.. Experience with mobile solutions to support field work.. Experience and understanding of Utility Linear Assets.. Minimum of five (5) years' experience with IBM Maximo.. Understanding of the System and Software Development Life Cycle and the role of QA.. Understanding of PMI based project management methodology.. Proficiency with IT tools and MS Office tools for modeling, projects, as well as support and financial management.. Experience with system integration or version upgrade projects.. Ability to provide accurate level of effort work estimates.. Resource management and capacity planning experience.. A self-starter and team player with strong attention to detail, positive solution focused attitude and the ability to function independently and as part of a team.. Strong planning, organizational and communication abilities with a positive solution focused attitude.. Discipline in creating and maintaining a process oriented culture around repeatable processes.. Strong problem solving ability and experience with management of issues and risks.. Ability to set and manage priorities in a dynamic changing environment.. Experience with the following activities for Maximo projects: Requirement Gathering & Solution Design, Test Case Development, Leading the Design, Development, and Test Activities, and Creating Functions and Technical Specifications. . Experience with Maximo Configurations in the following areas: Integration Framework, Workflows, Databases, Applications, Security, Conditional Expressions, Scheduling, Spatial, and Architecture. . Solid Understanding of Maximo's Functionality in the following areas: Asset Management, Inventory Management, Work Management, Linear Assets, Preventative Maintenance, and Spatial.. Understanding of ArcGIS's Functionality in the following areas: Versioned Enterprise Geodatabase, Utility Networks, External System Interfaces, and mobile data collection. Preferred Experience. Experience with ESRI GIS Products and/or other geospatial solutions.. Experience with Agile, Scrum or other methodology.. Experience is a CMMI based environment.. Government, utility or large manufacturing experience a plus.. Related certifications.. Experience with Mobile Application Development integrating work management and GIS. . Experience utilizing automated testing tools for quality assurance (Load Runner, Rational).. Configuration and Deployment of TRM Rules Manager.. GIS Certification (GISP, ArcGIS Technical Certification.. Server Administration of IBM WebSphere Application Server and/or ESRI Server Products.. BIRT Report Development and Deployment.. Solid Understanding of Maximo's Functionality in the following areas: Procurement Management and Contract Management.. Knowledge and experience with Maximo add-ins (Spatial, Scheduler) and 3rd party products like GeoNexus Geoworks.General Office Conditions.
