Specialist, Water Quality
The Authority is seeking a highly motivated Specialist, Water Quality.The Specialist, Water Quality is responsible for water quality analyses, both analytical and wet chemistry, communicating water quality information to customers, internal DC Water Departments and outside agencies. This position will be involved in a broad range of responsibilities from interagency information coordination, field work, customer communication, and research. Assignments are developed principally through the needs of the Water Quality Branch and the operating and maintenance requirements of the water distribution system.ESSENTIAL FUNCTIONS:* Develops, implements, and coordinates technical and administrative procedures to support the Water Quality Branch and the Department of Water Services. * Coordinates with other Agencies such as Department of Health (DOH) and Washington Aqueduct on the analysis, sampling, and trending of water quality program data.* Provides technical support to various departments within and outside DC Water, including: Public Affairs, Engineering and Technical Services, District and Federal agencies, private plumbers, and contractors. * Collects samples from hydrants and inside buildings throughout the District. Performs hydrant sampling using proper sampling methods and equipment. Coordinates sampling with customers and Washington Aqueduct. * Conducts field and bench analysis for water quality parameters such as pH, hardness, total chlorine, fluoride, conductivity, etc. * Develops and prepares recommendations for revisions to flushing plans based on new construction, pressure boundary changes, defective valves and fire hydrants, system leaks and main shut-offs schedule within the system.* Responds to water quality events, which may include, interpretation of on-line water quality monitors, internet research, and field testing, and efficiently communicates findings to management. * Provides recommendations to the Manager regarding the development and formulation of policies and procedures that impact the Water Quality program.* In emergencies, coordinates responses or actions to mitigate water quality issues, which may include communication to other Water Services managers, identification of affected areas, recommendation of isolation, and estimation of water quality effects.* Resolves water quality problems associated with technical and operational activities such as systems breaks, low pressures, valve breaks, and duration of shut-off. Reads and interprets maps, charts, blueprints and drawings.* Operates DC Water vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate personnel.* Performs other duties and projects as assigned at the discretion of the immediate supervisor and the Manager, Water Quality.MINIMUM QUALIFICATIONS:* Bachelor's degree in Chemistry or related field from an accredited university or college and a minimum of two (2) years of progressive experience in review and analysis of water and water quality related programs; or equivalent combination of education and experience.OTHER REQUIREMENTS:* Skill in communicating, orally and in writing.* Ability to multi-task and work under emergency situations.* Must possess and maintain a valid Motor Vehicle Operating License and a DC Water Vehicle Endorsement.* Ability to plan and conduct analytical studies. Ability to read maps, blueprints, and create databases and reports. Ability to work independently with limited supervision.* Utilizes personal computer and maintains a working knowledge of applicable software programs (ie word processing, spreadsheets, e-mail, etc.).* General office conditions. Some field work required, which may involve hydrant opening. May be required to report to work or provide advice on how to handle after-hour emergencies over the telephone.* Incumbent may be required to work shift work.* Incumbent is subject to being placed on call during hours and schedule identified by DC Water.
