JOB SUMMARY:

The Human Capital (HC) Category Manager position is located in the HR Solutions (HRS) organization at the Office of Personnel Management (OPM). As part of its mission, HRS leads OPM's efforts in determining the human capital products and services needed to support Federal agencies in meeting their mission objectives and human capital challenges. The Human Capital Category Manager was created in response to the Office of Management and Budget's Government-wide Category Management Initiative.  For human capital management, the Initiative focuses on understanding the human capital marketplace, identifying the products and services necessary to meet the demands of Federal agencies, devising government-wide acquisition and attainment strategies for products and services, determining high-quality providers capable of delivering the best human capital products and services to Federal agencies, and evaluating whether the Initiative is helping to meet the Government's human capital challenges, increase the Government's buying power, and reduce acquisition costs.  

The individual will lead all aspects of OPM's Human Capital Category Management program and serve as the subject matter expert and government-wide spokesperson on human capital category management. The HC Category Manager acts as a change agent to encourage and drive category management principles and practices throughout the Government. The HC Category Manager will build coalitions within and outside of Government, resulting in enterprise human capital solutions and initiatives and increased buying power in the Federal Government for human capital products and services. In order to accomplish this role, the Human Capital Category Manager uses a unique combination of human capital expertise, supply/acquisition expertise, business operations, data analysis, and category management knowledge.

  • All applicants must have 1 year of specialized experience.  Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work.  This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government.  Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.  You must meet all qualification and eligibility requirements for the position 30 days from the closing date of the announcement.

    Technical Qualifications (TQs)
    (Maximum of 1 page per TQ):

    1.Expertise understanding of strategic human capital management principles

    2.Experience utilizing category management strategies or similar in the acquisition of products and services for a public and private entity

    Desired Technical Qualifications

    1.Experience in conducting marketing analysis to determine customer/stakeholder needs and executing on that analysis to address those needs through programs, products and services. 

    Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ):

    1.Partnering:  Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases.

    2.Communication:  Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication.  Ability to express written facts and ideas in a clear, convincing and organized manner.
