This position is being filled under the Pathways Internship Program. The program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with paid work opportunities in agencies to explore Federal careers while still in school. The Internship provides manager's a ready source of student employees and potential permanent employees upon completion of the program requirements. It also provides the student with work experience directly related to the curriculum studies or career goals while offering eligibility for non-competitive conversion to permanent employment upon completion. This Student Trainee (Program Analyst / Digital Services) position is located in the National Cemetery Administration (NCA), Office of Management, Washington, DC. The primary purpose of this position is to provide digital expertise to champion the use of modern technology as well as social media, website content management, and all digital communications, to the Office of Business Transformation, Sustainment and Requirements Support Services.

Internship Program: To be eligible, applicants must be accepted for enrollment or currently enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis.
Specialized Experience: Applicants must have one year of full-time specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a thorough knowledge of website design and content management, all forms of digital media, as well as the ability to research, write, edit, and update social media platforms. Experience with SharePoint is a plus.
Applicants may substitute education for the specialized experience required for the GS-07 level. Successful completion of one full year (18 semester credits) of graduate level education from an accredited college or university, OR possession of an undergraduate degree with Superior Academic Achievements (S.A.A.). ** Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
S.A.A. is based on (1) class standing, (2) grade point average, and (3) honor society membership.
1. Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (Proof of class standing must be submitted with application).
2. Grade Point Average (G.P.A) - Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum, Grade-point averages are to be rounded to one decimal place. For example, 2.09 will rounds to 3.0 and 2.94 will round to 2.9. Applicants cannot claim credit based on their overall G.P.A if more than 10 percent of their total credit was based on pass/fail. (Official transcripts must be submitted with application).
3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. (Proof of membership must be submitted with application.
Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use undergraduate semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Applicants who are current or former Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position, you must have served 52 weeks at the GS-07 level.
Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment. If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
Eligibility Requirements: In order to be eligible for an appointment under the Pathways Internship Program:
- You must be accepted for enrollment or be enrolled in a degree or certificate program on a full or half time basis as defined by the school (certificate program means post-secondary education, in a qualifying educational institution), equivalent to at least one academic year of full-time study that is part of an accredited college level, technical, trade, vocational, or business school curriculum;
- Enrollment is with qualifying educational institution such as a high school or state approved home school; or accredited technical or vocational school; a 2 or 4 year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum; and
- Students currently enrolled must be in good academic standing, maintaining a 2.0 grade point average on a cumulative basis.
Physical Requirements: Work is basically sedentary, with no special physical demands. It may involve some walking, standing, bending, or carrying of light items.
Throughout the duration of your appointment in the Pathways Student Internship Program, you must continue to meet all of the eligibility requirements.
If selected, you will be required to sign a Pathways Agreement which specifies the conditions of your employment as indicated in this job announcement. You must continue to meet the Pathways Program requirements throughout the duration of your appointment - maintain your student status of attending an accredited educational institution on a full or half-time basis as defined by the school, and be in good standing (2.0 GPA or above). To verify that you do, we will require proof every semester to demonstrate your status of continued enrollment and good academic standing each semester or grading period throughout your internship. Failure to do so will result in termination of your internship. Interns may be converted to a permanent (career/career-conditional) or TERM position lasting 1-4 years, within 120 days of successful completion of the program. This is not a guarantee or a commitment or an obligation on the part of management if you do complete the requirements for conversion. These are merely the requirements that need to be met in order to be eligible for non-competitive conversion. If these requirements are met, you may be considered for conversion if positions are or become available. To be eligible for conversion, Interns must:
- Complete at least 640 hours of work experience acquired through the Internship Program.
- Complete their degree or certificate requirements.
- Meet the time in grade and qualification standards for the position to which the Intern will be converted.
- Complete all requirements as specified in the Participant's Agreement.
- Perform their job successfully.
