JOB SUMMARY:

About the Agency

The incumbent serves as a Human Resources (HR) Generalist for assigned business areas with responsibility for providing first line HR support in one or more areas including a specific focus on performance management, employee relations, recruitment, and training. The incumbent regularly provides general consultation and guidance to employees and managers on CAO policies, practices and procedures and participates and/or leads projects where assigned.

KEY REQUIREMENTS:

Experience handling multiple recruitment activities for entry, mid and senior level positions in a large complex organization.

Experience developing and conducting employee and manager training sessions on HR programs or policies strongly preferred.

Experience developing and managing employee engagement programs strongly preferred.

Ability to work with all levels of a multifaceted workforce as well as with sensitive, confidential, and complex projects / responsibilities.

Ability to interpret and explain the application of human resource law, regulation, and policy to managers and employees.

Ability to communicate effectively, both orally and in writing as well as the ability to establish effective working relationships with senior staff and other high ranking officials.

Results-oriented team player possessing an interest in public service. Proven ability to multi-task and shift priorities in a fast-paced environment. Able to work independently or with a team to accomplish strategic and operational goals of a human resource organization.

Availability to work additional hours as required. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.

Bachelors degree in Human Resources Management or related field or comparable combination of education and experience required. PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.

Minimum of 5 years experience in multiple functional areas of HR management such as staffing, recruiting, performance management, leave management, employee relations or position management.

Minimum of 3 years experience in a consultative capacity interfacing with and guiding multiple levels of management.

Minimum of 3 years experience working through employee relations issues and preparing appropriate written documentation. Experience with labor relations is a plus.
