About the Position:
Works under the general supervision of the Senior Legal Advisor, and provides professional specialized legal support and advice to the Deputy Assistant Secretary of the Army (Review Boards) (DASA (RB)) and the Army Review Boards Agency (ARBA) on the requirements of law, implementing regulations, and policy involving military personnel, veterans, and dependent issues. ARBA, through its Director and component boards, acts in a quasi-judicial capacity exercising extraordinary authority to annually render over 22,000 final decisions on behalf of the Secretary of the Army in a program that receives significant Congressional, judicial, and public review and scrutiny. Agency decisions are directly appeal able to federal court. The position involves frequent consultations with various offices within DoD, the Army, and other Services in order to effectively serve the Agency's mission. This position works under the supervision of the Senior Legal Advisor, a GS-15 (the incumbent's rater), and the Deputy Assistant Secretary of the Army(Review Boards), a member of the Senior Executive Service (SES) and two star/major general equivalent (senior rater).

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position:
of military personnel, correctional, clemency and parole laws, regulations,
policies and procedures.
b. Knowledge of general administrative law to
include Freedom of Information Act (FOIA), Privacy Act (PA), ethics, and
federal personnel law.
c. Knowledge of military justice laws,
regulations, policies, and procedures.

in-depth legal research based on legal authority and precedent and equitable

VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's
preference to Attorney appointments in the excepted service; however, the
Department of the Army considers veteran's preference eligibility a positive
factor for Attorney hiring. Applicants eligible for veteran's preference must
include that information in their cover letter or resume and attach supporting
documents (e.g., DD Form 214, Certificate of Release or Discharge from Active
Duty) to their submissions. Although the point-preference system is not used,
applicants eligible to claim a 10-point preference must submit a Standard Form

TIME IN GRADE REQUIREMENT: Applicants
currently employed as an attorney by the federal government must have completed
one year of time-in-grade at the next lower grade level within 30 days of the
closing date of the announcement, or previously served at the same or higher
grade as the position being filled.
Professional Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
Education: Applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD);
Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico;
Experience: Applicant must have FIVE (5) or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-accredited law school in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
This position is in the excepted service. Any selected applicant who is in the competitive service will be taken out of the competitive service when he or she occupies this position and will compete only with other excepted status employees in the event of a reduction-in-force. He or she, however, remain eligible for reinstatement in the competitive service.
