We are a collaborative, entrepreneurial firm that takes pride in our people, culture, clients and work-life balance.The Public Sector Contracts Manager role will fill the role of Project Team Member or Project Manager.Responsibilities Negotiate all federal, state and local contract documents including subcontract agreements, non-disclosure agreements, and teaming agreementsManage all federal contracts and subcontracts including General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWACs), Indefinite Delivery/ Indefinite Quantity (IDIQs), and task orders from proposal stage to close outAdhere to, comply with, and educate team on the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) provisionsAdvise management of contractual rights, obligations, and requirements and provide interpretation of terms and conditionsAnalyze proposal and contract risks and propose solutions for approvalEnsure compliance with Statement of Work (SOWs) and contract terms and conditionsStay current on new law, regulations and contract trends to provide advice and guidance to management and project team on contractual mattersIdentify, develop, and implement new and revised company policy and procedures to ensure federal contract complianceDevelop and implement internal compliance reviews to ensure federal contract complianceCreate government contracting training for federal teamAdvise contract win strategies in the pursuit of new businessDevelop pricing and Cost/Price Proposal VolumesSupport capture management and proposal teams by providing guidance on Request for Proposal (RFP) terms, conditions, and related documentationReview proposals for complianceWrite Subcontractor RFPs ensuring all flow down provisions are capturedAct as primary customer or subcontractor interface on contractual and subcontract mattersMeet with GSA during Contractor Assistance Visits (CAV) to explain how company is in compliance with its GSA ScheduleMonitor Most Favored Customer Prices and Small Business Subcontracting PerformancePerform day to day contract and subcontract administration as well as work with the customer to resolve funding, invoice/payment, and deliverable acceptance issuesFacilitate the review of contractual documents by the various functional departments and act as the central point for collection and resolution of all comments and concernsPrepare and maintain various reports and tracking mechanisms for both internal and external distribution to include GSA task order tracking, GSA quarterly sales reports and fee payments, invoices and payments, small business reporting, FAR required reports, opportunity tracking, and partner lists QualificationsBachelor degree required10 years federal contract experiencePreference for National Contract Management Associated (NCMA) Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM) designationIn-depth knowledge of the Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFARs)Experience managing Cost Plus, Time and Material (T&M), Firm Fixed Price Level of Effort (FPLOE) and Firm Fixed Price (FFP) government contracts and subcontracts including General Services Administration (GSA) Schedule, Government Wide Acquisition Contracts (GWACs), Indefinite Delivery/ Indefinite Quantity (IDIQs)Experience developing pricing and writing cost proposals for all contract typesExperience writing and managing Organizational Conflict of Interest (OCI) Mitigation PlansExperience writing and managing Small Business Subcontracting PlansFamiliarity with Cost Accounting Standards (CAS), developing Disclosure Statements, and navigating Defense Contract Audit Agency (DCAA) audits and Forward Pricing Rate Agreements and RecommendationsNorth Highland is a global management consulting firm known for helping clients solve their most complex challenges related to customer experience, performance improvement, technology and digital, and transformation.
