Enhanced Communications Network Manager - Senior Communications Analyst supporting Department of Defense (DoD) client, responsible for Researching, drafting, and submitting Controlled Intelligence operational metrics and providing targeted oversight of operations through the use of real-time availability enclosures located within the Global Controlled Operations Management System (GCOMS). Performs all-source analysis to ensure interoperability throughout the communications spectrum to reduce duplication of effort, streamline current ECN reporting time and methodologies to simplify the process, and employment of properly-vetted capabilities. Develops initial operational coordination and de-confliction documentation for all technical capabilities requiring operational employment. Manages DoD systems to provide users capabilities, as necessary. Oversees various technology portfolios and assists in mission development, planning, and technology integration, as required. Modifies and refines existing guidelines to resolve complex problems. Ensures proper protection of capabilities are used during training and operations.


Job Description Responsibilities:

    Improve Controlled HUMINT operations management capabilitiesEnable increased metrics and expanded available reports for Collectors, Field Organizations, and the Office of Controlled Operations user community to better manage and evaluate Controlled operationsFacilitate the parsing and indexing of non-GCOMS operational traffic (from legacy Dozen Fires systems)Eliminate the duplicate receipt and truncation of operational Controlled Operational HUMINT trafficProvides analysis and support of planning documentation efforts, coordination, program/project management, risk management, mitigation plans, and resource allocation processLiaison between client and other external entities in support of the program Provide analysis to the Government and coordinate client participation in meetings: Integrated product team (IPT); Milestone decision; Program Management Reviews (PMRs); special advisory boards; working groups, other program-wide meeting and conferencesProvide support consisting of analysis during agenda development, coordinating attendance records, preparation of meeting minutes, perishing action items, and follow-up items supporting acquisitionCollect, analyze, update, and prepare for Government review, all program requirements, specification documentation as required: technology systems test and evaluation plans; initial training requirements; communication training target requirements; hardware, and prototype requirement projectionsProvide support to analysis regarding the adequacy of engineering and technical requirements as contained in various acquisition documents, such as master plans, program plans, statement of work, specifications, and product baseline listsProvide support to analysis regarding production planning documents and specifications; evaluate the content and consistency of these plans and documents on the basis of current program and requirementsProvide analysis regarding production planning and operational requirements assessment and validation, tactical employment considerations, and testing requirementsConduct liaison efforts with other agencies and operational forces in support of daily operations

Required Skills and Qualifications:

Extensive special operations background with theater and/or national level experience, robust technical background, and a good working knowledge of the methodologies and processes utilized during Enhanced Communications Network and bolstered by all-source analysis

    Extensive knowledge of the Special Operation Forces Core Activities and OperationsThorough understanding of the Military Decision Making Process (MDMP)Executive and technical writing skillsExecutive and staff-level briefing skillsMicrosoft Office Suite (MS)Excellent team dynamic; highly motivated self-worker
Education Bachelors Degree in a related technical or military discipline, or the equivalent combination of education, professional training, or work/military experience.

Qualifications 8-10 years of related experience supporting military operations.
