Job Description:Assist/advise on planning, and provide design, and construction project management, oversight and leadership, for the development of multifamily and mixed use housing in the Mid-Atlantic region (MD, DC, VA, NC, and PA). The successful candidate will have the knowledge, skills, and experience to provide expertise related to planning, design and construction of multifamily housing to regional and corporate leadership within the organization. Further, the successful candidate will be able to demonstrate that ability to lead the design team of architects, engineers and contractors through the design and development process. The scope of this position will encompass the provision of leadership skills to the following development functions: master planning, construction cost budgeting, infrastructure design, implementation of corporate design standards through schematic, design document, and construction document preparation phases, design and engineering market expertise, construction market expertise, project management services, construction project scheduling, and construction management, for projects ranging in size between $8-50 million. Objectives:Provide technical design and construction related project management expertise.Act as a liaison and coordinator of design consultants, contractors, and regional and corporate development functions.Manage the design development process from schematic planning through design, permitting, relevant partner agencies, construction and project closeout to provide developments consistent with internal design standards, and with balanced budget and scheduling parameters.Develop and monitor construction budgets with milestone budgets prepared at 30%, 70%, and 90% completion of the construction documents.Lead the Value Engineering process to achieve the project budget.Technical review of construction documents.Provide owners-representation during the construction stage of the project, including change order mitigation and review.Prepare regular reports documenting design decisions, budgetary impacts, and construction quality and schedule.Assist in the resolution of project issues related to design, construction or the budgets associated therewith.Essential Functions:Exceptional verbal and written communication skills; this position will require the leadership of a large team of design and construction professionals, as well as peers within the organization, on multiple concurrent projects as such, exceptional communication is a key requirement.Leadership regardless of title, position or prescribed authority; this position is that of developing a team and leading that team to meet or exceed the goals of the development regardless of position, and as such will require an individual with a strong sense of identity and the ability to leverage both in-house and outsourced resources.Exemplary project management skills, the successful candidate will be results-driven and adaptable and demonstrate an ability to manage multiple priorities to meet project budgets and deadlines without sacrificing corporate or Agency design standards. Flexibility this positon will require the tact and savvy to implement design standards, and up-hold a standard of quality while maintaining an aggressive budget and schedule while keeping the team motivated to solve for issues without sacrifice of standards.Commitment to Opportunity Contracting and Hiring The Community Builders is committed to a diverse workforce both internal to the organization and with our external partners this position will require individual commitments that are aligned with our Corporate goals.Education and Experience:Bachelor Degree from an accredited institution in Architecture, Engineering or Construction Management is required.Ten (10) years of project management experience in the design and construction of developments exceeding $10M in construction costs.Experience with LIHTC, HUD, or other Federally funded developments.Experience with the management of design and construction of new multifamily residential and/or affordable housing.Experience with the management of design and rehabilitation of existing multifamily residential housing.Experience with IBC, ICC, and State building codes and regulations, or similar.Knowledge, Skills, and AbilitiesKnowledge of and the ability to interpret due-diligence documents associated with environmental, engineering, and the physical needs of a building.Skilled in leading a design team including Architects, Engineers, and Consultants and the coordination of the design team activities with internal departments at both the regional and corporate level.Knowledge of construction sequencing, materials and methods.Ability to prepare and track project budgets.Highly organized with strong analytical skills.Ability to procure and review design, technical, and contractual proposals.Must have basic technical engineering (mechanical, plumbing and electrical) knowledge and the ability to evaluate systematic impacts of proposed MEP systems.Strong interpersonal skills:o Able to effectively communicate and work with people up and down the organization hierarchy.o Naturally adaptive to different audiences.o Ability to think and provide value in both concept development as well as granular details.o Diplomatically assertive.Able to travel overnight 1-2 days per week.
