Inspects high-rise and commercial structures to ensure that structures conform to building codes and county standards, including the Virginia Uniform Statewide Building Code, The International Building Code, the Fairfax County Code, the Fairfax County Special Inspection Program and approved plans. Serves as the Building Division representative on construction sites. Monitors Special Inspections program. Assist in the plan review of commercial buildings. Communicates development regulations to contractors, developers, engineers, other government agencies and citizens. Duties performed under the supervision of the Chief, Critical Structures.

Position may be underfilled as an Engineer II or Engineer I; the underfill requirements are stated below in the Employment Standards section.

Note: Will be subject to the emergency on call program for the department.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL REQUIREMENTS:
This vacancy may be underfilled at the level of Engineer II (Grade S24, $57,165.68 - $95,276.90) or Engineer I (Grade S21, $49,623.18 - $82,704.96).

Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineer III.

PREFERRED QUALIFICATIONS:
The ideal candidate will possess the following:

  • A degree in civil engineering, structural engineering, architecture, or construction management.
  • Professional Engineering or Architecture License.
  • Certification as a Commercial Building Inspector and/or Commercial Building Plans Examiner by NCPCCI or ICC.
  • Experience in commercial building inspections, reading and interpreting commercial building plans, and application of building code requirements.
  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
  • Clear and concise oral and written communication skills.
CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license is required.
  • Possession of a Virginia Department of Housing and Community Development (VDHCD) Commercial Building Inspector Certification is required within 18 months of appointment.
  • Possession of a Virginia Department of Housing and Community Development (VDHCD) Commercial Building Plans Examiner Certification is required within 36 months of appointment.
  • Possession of a OSHA 10-hour Safety Certification is required within 18 months of appointment.
  • Possession of NIMS/ICS-100 and 700 Certifications is required within 18 months of appointment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Duties performed with or without reasonable accommodation. Sufficient mobility to perform on-site building inspections. Ability to climb stairs in a typical high-rise building; Ability to lift plans up to 25 pounds. Ability to operate keyboard-driven (computer) equipment.
