JOB SUMMARY:

About the Agency

The Payroll Human Resources Specialist works in the Human Resources Division of the DC Courts and is assigned to the Benefits Unit in payroll processing. The incumbent is responsible for day to day time and attendance and payroll operations of the DC Courts under the direction of the Payroll Officer and providing technical guidance and training to employees related to payroll matters. The incumbent also supports the Payroll Officer with their respective projects and programs. The Payroll HR Specialist plays a very important role in ensuring that the Human Resources Division provides high quality and excellent service to its customers.

KEY REQUIREMENTS:
  • Background and security investigation are required.
  • A probationary period of one (1) year must be successfully completed.
  • High school diploma or GED plus at least seven (7) years of experience in Human Resources including one (1) year of demonstrated specialized experience in and knowledge of payroll administration that includes but is not limited to: related federal payroll rules and regulations, payroll recordkeeping, the use of electronic payroll processing systems (e.g. WebTA and Federal Personnel Payroll System (FPPS), Automatic Data Processing (ADP) payroll systems, or other proprietary payroll processing systems, etc.), and providing technical customer support.

    Education Substitution:

    A bachelor’s degree plus three (3) years of experience in Human Resources including one (1) year of demonstrated experience in and knowledge of payroll administration that includes but is not limited to: related federal payroll rules and regulations, payroll recordkeeping, and the use of electronic payroll processing systems (e.g. WebTA and FPPS, etc.), and providing technical customer support.

    Preferred

    • Bachelor’s degree
    • Two (2) or more years of demonstrated specialized experience in and knowledge of payroll administration that includes but is not limited to: related federal payroll rules and regulations, payroll recordkeeping, the use of electronic payroll processing systems (e.g. WebTA and FPPS, ADP, proprietary payroll processing systems, etc.), and providing technical customer support.
    • Ability to write step-by-step guides for training purposes.
