The Transportation, Engineering & Operations Bureau (TE&O), Trade Center Maintenance Section within the Department of Environmental Services (DES) is seeking an experienced professional to assist the DES Operations Manager with the management and coordination of administrative and financial duties across three program units: parking meter collections and repairs, signal and streetlight maintenance, and street sign and markings maintenance.

Specific duties include:
  • Assisting with the development of the annual CIP and Operating budgets and tracking by researching and generating reports using Microsoft Excel;
  • Coordinating the purchasing function for the units including preparing, reviewing and processing purchase orders and ensuring availability of funds;
  • Serving as the centralized contract administrator for the units and using Microsoft Office suite functions to develop, update, and maintain guidelines for the process;
  • Overseeing the administrative operations of three (3) warehouses to ensure that the assets are inventoried in the new tracking system and/or database, developing procedures using software to maintain organization in the warehouses, and ensuring proper check in/out of items on a daily basis;
  • Organizing and gathering data necessary to respond to constituent inquiries and issues received related to parking/streetlights/traffic signals/signage & roadway markings;
  • Assisting with human resource functions including creating requisitions, assisting in the hiring, training, enrollment and tracking process, and processing performance evaluations, time card reviews and audits in a timely manner;
  • Serving as the records manager for the unit, developing processes and procedures for storage to ensure consistency, and to analyze the information (e.g. work orders completed, licensure tracking); and
  • Analyzing data and updating the annual performance measures report.

 Selection Criteria: Minimum: Bachelor's degree in Public Administration, Business Administration, Economics, Transportation or related field, plus one year of experience in project management, financial record keeping & reporting, and/or senior level administrative support experience.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Leveraging technology such as computerized maintenance management systems (CMMS) and Microsoft Office Suite to facilitate performance of critical functions;
  • Performing contract administration functions;
  • Assisting with budget development and tracking; and/or
  • Working in a trades or transportation-related environment.

 Special Requirements: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
