This position is located in the Office of Community Planning and Development (CPD), Program Policy Division of the Office of Affordable Housing Programs (OAHP) in HUD Headquarters. This office administers the HOME and Housing Trust Fund programs. The HOME Investment Partnerships Program (HOME) provides formula grants to States and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. The Housing Trust Fund (HTF) is an affordable housing production program through which funds will be allocated annually by formula to eligible grantees for the production or preservation of affordable housing for extremely low- and very low-income households, including homeless families. The Office also has responsibility for the Department’s relocation, acquisition and replacement housing requirements under the Uniform Relocation Act and Section 104(d) of the Housing and Community Development Act and administration of the Department’s Section 312 Rehabilitation Loan portfolio.
CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

You must meet the following requirements by the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Interpreting and disseminating policies, regulations, procedures, and operational processes for affordable housing programs; AND
- Administering the Home Investment Partnerships Program (HOME) or other affordable housing programs; AND
- Providing direction and guidance to staff such as establishing priorities and providing feedback on performance; AND
- Communicating programmatic matters on affordable housing to various levels of senior officials.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
