Functional Duties:

Serves as GDIT’s program manager, and functions as the Contractor’s authorized interface with the Government Contracting Officer (CO), the Contracting Officer’s Representative (COR) and Government technical personnel. Has responsibility and accountability for the performance of all contractor staff (including subcontractors, consultants and PTOC employees). Assigns appropriately skilled and trained personnel, establishes work schedules, and reviews work discrepancies. Supervises contractor personnel, and communicates policies, purposes, and goals of the organization to subordinates. Formulates and enforces work standards. Performs quality control; ensures contractor performance meets established performance standards. Coordinates all project administrative matters with the COR.

Education Qualifications:


    Bachelor’s degree in electrical engineering, systems engineering, computer science, computer engineering, information technology, management information systems or equivalent Master’s Degree Preferred (4 additional years of relevant experience can substitute)Certifications Desired: ISSMP, ITIL Foundations   Certification Required: PMP, CISSP (or CISM)
Qualifications General Experience: 15 years of experience with increasing responsibilities in IT operations or cyber security management. PM experience would be preferred.

    Knowledge and experience implementing ITIL based service delivery principles and best practices. Possesses a strong working knowledge of operational cybersecurity processes, procedures and best practices as practiced within the computer network defense (CND) industry. Working knowledge and experience in full-life-cycle security program management (e.g. inclusive of Cyber Policy, Awareness, and Continuous improvement Programs)Good working knowledge of Cyber Intelligence and Threat Analytics as well as Insider Threat Programs. Demonstrated ability to manage projects and tasks within an agile and dynamic operational environment Proven capability to establish cybersecurity controls and policies across a global enterpriseWorking knowledge of information security management standards and frameworks such as NIST and FISMA.Previous experience managing cross functional and interdisciplinary teams of 150+ employees to achieve tactical and strategic objectives.Specialized Experience:  5-8 Years cyber security operations experience (e.g., SOC experience) supporting Unclassified and Classified network operations.   5-8 Years’ experience managing full-scope cyber security programs similar in size and scope to the existing CSOS program (e.g., 100+ personnel, $25-50M P/L, numerous subcontractors, etc.)   General proficiency in and knowledge of IT security technologies, and managed security services platformsDesired: Previous Department of State (DoS) or Diplomatic Security (DS) Cyber experience. Desired: SCADA/ Industrial Control System Security or ICS CIRT management experience Desired: Cyber operations experience working within the Tier 1 Cyber Community (e.g., U.S. Cyber Command, Military Component Cyber Commands, DHS US-CERT, NCI-JTF, DC3, or within the IC.)   Desired: Computer Network Defense Service Provider (CNDSP), Integrated Active Cyber Defense (IACD) or ISO/IEC 27000 implementation expertise. Security Clearance: TS (clearable to SCI)
