The Deputy Program Manager shall be fully responsible for the overall performance of the contract in the absence of the Program Manager. The Deputy Program Manager is the authorized representative for the contractual, technical and administrative performance of all tasks required under the contract, in the absence of the PgM.

    Act as responsible point through which communications, task/work assignments, and technical direction flow between the Government, Contractors and Project Team. Acts as an advisor to program team regarding projects, tasks and operations.Authorized representative for the contractual, technical and administrative performance of all tasks/services required under this contract, in the absence of the PgM.Provide as needed, the necessary level of contract management and administrative oversight to achieve the quantitative and qualitative requirements of this contract. Work with PgM to provide direction on maintenance/delivery of multiple production application projects from inception through completion; and provide high-level technical/managerial assistance on all aspects of project management to comply with the requirements of the contract for the customer. Work with PgM on day-to-day operational management of assigned delivery order projects that involve teams of engineers, incident managers, IA resources and other management professionals who are involved in analyzing, maintaining, integrating, testing, documenting, deploying and implementing application updates on DISA production systems. Ensure contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction with all customers/stakeholders.Support PMs by assisting with facilitating project logistics such as conference/meeting planning and facilitation.Facilitating and creating/distributing meeting agenda/minutes for client and or internal management meetings in the absence of the PgM.Document action items and perform basic follow-up on tasks/actions through completion.Support PgM and PMs by reviewing MS Project Plans, support the generation and distribution of updated project plans, and reporting.Work with project teams to ensure plans and schedules accurately and comprehensively define the actual technical/engineering, operations and logistics work content, relationships and durations.Participate in business development activities such as proposal preparation/planning, support baseline pricing documents, preparation of Work Breakdown Structures (WBS) and Integrated Master Schedules for solicitation responses Support PgM with planning and executing program tasks within schedule and budget constraints. Support PgM with program budgetary planning and forecasting; performs risk identification, problem analysis and mitigation strategies.Performs ad-hoc/other duties as assigned.
Education  Bachelor's Degree in a related business or technical discipline, or the equivalent combination of education, technical training or work/military experience.

 

Qualifications
  • 10-12 years of related program management experience.Experience/knowledge with Defense Health Agency (DHA), Solution Delivery Division (SDD) or Military Health Systems (MHS) – system/domain knowledge (i.e. workflow, users, etc.).Experience in the utilization of ITIL (preferred).
  • Program Management Professional (PMP) certification (preferred). 
  • Strong planning, budgeting, resource/subcontract management, goal setting and scheduling skills
  • Strong interpersonal skills and positive work ethic; proven leadership and organizational abilities.
