The Facilities and Logistics Specialist serves as a member of the Mission Training Complex (MTC) Team supporting Joint Base San Antonio (JBSA) - Fort Sam Houston, TX. The mission of the JBSA MTC is to provide simulation and models training, subject matter expertise, over-the-shoulder training, production of exercise/event materials to include after action reviews (AAR) and lessons learned, providing exercise/event analysis in support of simulation enhanced training/tactical gaming and higher-directed training, and operating simulation clients during testing and exercises. Because the FSH MTC has a diverse customer training base with unique requirements and missions, the key to the MTC staff's success is the ability to respond to unknown or changing requirements, mission sets (DSCA, Theater Security Cooperation, tactical medical training, etc) and role playing expertise. The MTC is a training enabler in this process that provides simulation and/or Mission Command System (MCS) stimulation to drive the training environment.

The Facilities and Logistics Specialist is responsible for inspecting facilities (currently four buildings) to determine state of requirements for immediate or long-range projects, keeping abreast of technological advancement. Prepares and obtains all necessary information prior to initiating requests to the MTC Director for minor construction, upgrades and major repairs such as electrical, plumbing, heating and air conditioning system to ensure high standards of cleanliness, efficiency and continuous maintenance.  Submits required work requests and job orders for necessary repairs and upgrades to the facility and supporting equipment.  Monitors the progress of the maintenance/repair/upgrade work.  Validates and approves minor/routine work orders.  Ensures that maintenance and warranty documents are updated and provided to the Director.  Uses verbal and written communications skills to prepare and conduct briefings, elicit or clarify information and prepare reports and correspondence.  Must be skilled in the use of personal computer systems to include Microsoft Office applications (Word, Power Point, Excel), electronic mail and output devices to prepare reports, schedules and program facility use, training and work/repair requests, etc. Responsible and accountable for the government real property. Establishes and maintains 100% inventory management procedures.

Schedules and deconflicts MTC Facilities as need to support mission requirements based on guidance received from the Director and Operations Manager, and the MTC long-range calendar. Reacts to changes in calendar and notifies supporting personnel. Receives requests and independently schedules and monitors the use of the facility and equipment with outside agencies ensuring compliance with MTC policies. Provides information to units concerning Joint Base San Antonio/Fort Sam Houston facilities. Advises and assists users on internal space utilization, security requirements, equipment function and utilization, and seating arrangements.

Assists the Security Manager in developing and implementing the plans and programs for facility security. Provide support to the Security Manager in Information Security to include safeguarding classified information and property; complying with security requirements and regulatory guidelines; and key control. Assists the Security Manager in revising and updating the MTC Security SOP emphasizing Information, Physical, Personnel, Industrial, Operational and ADP security. Helps in planning and implementing of protective methods and security procedures such as alarm and detection devices, locking devices for doors, shielding for cables transmitting ADP communications, personnel control systems such as badges, safes and classified storage areas.  Assists as necessary with  control to the facility, ensuring training unit and visiting personnel are properly identified, badged, logged into the facility, and briefed to adhere to all pertinent facility policies and SOP.

May assist other facility personnel in setting-up and establishing video-teleconferencing sessions and other audio-visual support requirements as directed.

Education GDIT Requirement:  Requires a High School Diploma or GED.

Contract Requirement:  Bachelors Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training or work experience necessary to secure a waiver in lieu of a degree

Qualifications GDIT Requires:  3-5 years of related facilities maintenance or custodial experience.


Contract Requires: 6 years directly related experience, or a combination of education and experience in related work.

Additional Requirements:  Microsoft Office Skills including PowerPoint, Word, Access and Excel. Have demonstrated some AV experience in video-teleconferencing and projecting multimedia presentations. Candidate must be able to obtain and maintain a Secret security clearance.
