Applicants must meet one of the following criteria listed below:
Graduation from high school or General Equivalency Diploma (GED) is required. Must pass the formal training program for Rail Central Control Supervisors. Minimum of (two) 2 years of demonstrated experience in a railroad operations or maintenance environment to include supervision, dispatching or train/equipment movement activities. Knowledge of Metrorail Safety Rules and Procedures Handbook (MSRPH) or Roadway Worker Protection Program (RWPP), or similar railroad safety rules and procedures, preferred.
Or, a minimum of (two) 2 years of experience in a fast paced environment such as a control center, dispatching or emergency response office or work in logistics or supervision.
Or, a Bachelor’s Degree or possession of Air Traffic Controller Certificate by an approved Federal Aviation Administration Collegiate Initiative Program. Must pass the formal training program for Rail Central Control Supervisors.
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
This is professional railroad control and management work. The incumbent in this class is responsible for the safe, efficient control and operation of the WMATA rail transit system. The incumbent receives information from the central control computer displays and via the radio system. Incumbent is required to safely and efficiently manage incidents, unusual occurrences, train problems, service delays, emergencies and special events. Incumbent responds by taking appropriate corrective actions; personally directing others to take appropriate action; informing internal and external persons for informational purposes or to request their support and/or assistance to address prevailing conditions/situations. The incumbent has extensive latitude for independent judgment and actions within established WMATA rules, procedures and guidelines.
Authorizes all movement of trains and equipment and access to the roadway on the WMATA mainline. Supervises the arrival/departure of trains at stations, terminals and yards in order to maintain proper headway. Initiates corrective action to safely mitigate incidents and maintain and restore service as required.
Monitors status of various systems and devices related to the rail transit operations, such as: interlocking, Automatic Train Control (ATC), CB-EMIS, A/C and traction power electrical systems, ventilation, pumps, fire alarms and intrusion alarms. Operates control console to correct rail system alarm conditions in accordance with prescribed procedures. Confers with OCC Assistant Superintendent, Rail Supervisor, Car Maintenance, Rail Communications, Metro Police, Metro Media Office, other WMATA offices and local police/fire departments to address adverse conditions or reported problems/emergencies within the Rail system.
Maintains two-way radio communications with Metrorail train operators, station managers, Rail supervisors and maintenance crews during the performance of their duties within the Rail system. Maintains immediate communications with Metrorail Division (s) and maintenance activities relative to operating requirements. Directs train operators and station managers to take specific actions contingent upon the operating problems which may arise.
Coordinates with Rail Supervisors, road mechanics, station managers, interlocking operators and terminal supervisors on problems associated with equipment/customers and with maintenance personnel working on various wayside equipment and devices.
Grants employee permission to enter the roadway for inspection and repair activity in accordance with roadway worker protection rules to support state of good repair. Manages single tracking and system segment shutdowns to create safe work areas and moves work equipment to worksites to also support state of good repair.
Monitors and exercises continuous and complete control over movement of on-track equipment (maintenance units) on the mainline. Monitors closely and directs all manual movements of trains on the mainline, when this type of movement is required. Monitors revenue trains on mainline to ensure that they are operating according to the published daily train schedule. May direct train operator to reroute, turn back or extend runs if necessary and requests additional rail cars and personnel for special or emergency situations.
Coordinates with Car Maintenance and the appropriate towers for replacement of defective trains. Communicates with various rail yards to ensure that the proper number of rail cars are available for each day’s service. Manages the movement of revenue and non-revenue vehicles during inclement weather to mitigate the impact of adverse weather conditions on revenue service.
Receives reports from train operators and station managers on accidents, disabled trains, sick/injured customers, intoxicated/disorderly customers, assaults, robberies and other occurrences. In accordance with operating procedures, dispatches a supervisor, requests Metro Transit Police, local police/fire department or other related assistance. Accurately records all events in the maintenance database (Maximo) and prepares a detailed report of all unusual incidents/occurrence as defined by OCC Management.
Assists in the training of new employees at the discretion of OCC Management.
