    You must have one year Specialized Experience equivalent to the GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.  Experience must be reflected in your resume.
    Specialized experience required for this position is: 

    • Formulates specific policies and basic assumptions to improve the efficiency, cohesiveness and management of family support, education, and safety issues directly applicable to the compilation and presentation of the budgetary requests for all phases of assigned responsibilities
    • Compares the budget execution to approved fiscal objectives, and ensures that obligations incurred and resulting expenditures of funds are in accordance with existing laws and regulations.
    • Develops and reviews justification statements, financial position papers, and other submissions to ensure conformity with policy guidance and resource limitations technical validity.
    • Evaluates the effect of cost and program changes on the budget execution process.

    Specifically you will be evaluated on the following competencies:
    1.Knowledge in budget principles, policies, theories, laws and regulations.
    2.Knowledge of budgetary and financial programs.
    3.Ability to communicate orally and in writing to upper level management and senior officials.

    Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level.
