DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope. DoDEA plans, directs, coordinates, and manages the education programs for DoD dependents. DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories. DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.
Specialized experience required for this position is:
- Develops detailed programming and financial planning justification and documentation for inclusion in such documents as the Program Objectives Memorandum (POM) and the Five Year Defense Program (FYDP) budget submissions.
- Provides management with budgetary information such as reports showing the status of receipts, obligations, and expenditures of funds; trend analyses of rates of expenditures; comparisons of actual performance to the budget plan and identification of variances.
- Receives, investigates, and resolves individual payroll complaints that cannot be resolved at the local level.
- Coordinates with the Defense Finance and Accounting Service (DFAS).
- Resolves time and attendance (T&A) and pay problems.
- Receives documents to effect changes to employee payroll accounts (i.e. addresses, allotments, tax withholding amounts, etc.) and processes into the Master Employee Record (MER).

Specifically you will be evaluated on the following competencies:
1.Expert knowledge and understanding of the budget formulation process to assure forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives of assigned funds.
2.Knowledge of unique payroll requirements, DoD payroll systems, and DFAS requirements to resolve a full range of pay problems.
3.Direct knowledge of the PDT process and direct experience with the preparation of PDT orders in TOPS.
4.Ability to communicate orally and in writing to upper level management and senior official
Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level. Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position.
