Provides overall project management and contract administration for multiple complex multimodal transportation improvement projects from scoping through final design. Provides engineering design and review of project plans designed by outside consultants. Ensures construction plans, plats, and specifications conform to all applicable standards and requirements. Reviews and negotiates contracts. Prepares and monitors project schedules. Is responsible for monitoring project budgets and timely completion of assigned projects. Coordinates project design with VDOT, county and non-county agencies, utility companies, regulatory/approval agencies, and citizens to resolve project issues. Reviews and recommends payment of invoices. Responds to citizen's issues. Participates in the consultant selection process. Performs other related work as required.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Minimum ten years of progressively responsible professional experience in design and management of complex roadway and transportation improvement projects and the review and administration of consultant contracts for those projects. Experience in managing complex federally funded projects. Extensive experience and knowledge of AASHTO and Virginia Department of Transportation design standards, guidelines, policies and procedures including the Green Book, Roadway Design Manual (RDM), Virginia Supplement to the MUTCD, the Locally Administered Project (LAP) Manual, and the Enhancement Program Procedure Manual. Experience in the use of computer applications and software, including proficiency with MSOffice, MS Project, AutoCAD Land Development Desktop, AutoCAD Civil 3D, and/or Microstation. Possession of a valid Virginia Professional Engineer license. An individual who possesses a valid Professional Engineer license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
