JOB SUMMARY:

About the Agency

NTIS, an agency of the U.S. Department of Commerce, has established a Joint Venture Partnership (JVP) with the private sector to assist Federal agencies in improving mission performance through operational efficiencies and innovation in data access, interoperability, search, or use of Federal data and data services to drive business outcome. Activities conducted by joint ventures may include: (1) designing, testing, analyzing, or demonstrating the application of Federal data and data services, either alone or in combination with non-Federal data; (2) leveraging the private sector’s knowledge and expertise in managing data and data sets, including data collection by the Federal government; (3) facilitating the creation, based on Federal data or the use of Federal data in some combination with Non-Federal data, of suites of products, platforms, and services that meet the needs of businesses, innovators, government agencies, and others; or (4) otherwise enhancing data discovery and usability, data interoperability and standards, data analytics and forecasting, or data infrastructure and security. These activities support several federal priorities for the Data Economy such as Big Data, Open Data, Open Access, Cyber-Physical Systems, Smart Cities, and Internet-of-Things.

The Senior Computer Scientist for Data reports to the Director of NTIS. The required skills are highly specialized for this position in that they require data science expertise and exceptional communication and people skills. The incumbent will be engaged with leading private sector organizations, academia, and research institutions and must command an understanding of current data science issues to include open source tools, big data analytic solutions data privacy and security, and both a strategic and tactical approach for engaging with Federal agencies to affect transformation through data access and usage. It requires a highly specialized skill to plan and design innovative/secure capabilities to implement data initiatives in support of varied Federal agency mission requirements.

The incumbent will collaborate with Federal agencies and JVP’s to design the solutions needed to implement data across the organizations lifecycle as described, for example, in OMB Memorandum 13-13.

  • To meet the minimum qualification requirements for this position, you must show that you possess all of the Professional/Technical Qualifications (PTQs) listed and meet the basic education requirement for this position. Basic education requirement for the 1550 series: :

    Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

    Applicants must address each of the PTQs via the on-line application process. A narrative description of 1-2 pages per PTQ is sufficient. Each response should include a brief summary of the applicant’s experience in relation to the specific PTQ and specific examples of accomplishments. Applicants should clearly show experience, knowledge and skill of the scope and quality sufficient to effectively carry out the duties of the position. You will not be considered if you fail to submit narrative statements or if you say “see resume”.

    Professional and Technical Qualifications (PTQs):

    PTQ 1. Demonstrated broad experience in data management, data analytics, and leading technical change by improving operations of complex and distributed systems. This includes experience with large scale data collection and dissemination efforts that have a broad impact on computing operations and promoting an agile and flexible computing infrastructure that can accommodate changes in technology as well as organizational changes.

    PTQ 2. Demonstrated research experience in the application of computer science relevant to effectively translate business needs into operational systems requirements for a complex organization. This may include experience in designing original solutions to complex problems and directing new or evolving technology programs that respond to national needs.

    PTQ 3. Demonstrated record of accomplishment in leading high-performance software engineering teams toward the successful attainment of challenging business system modernization goals that impact mission critical computing systems.
