These positions are being filled under Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions and Health Care Occupations. The Secretary of the Air Force has delegated authority by the Office Of the Secretary of Defense to directly appoint individuals to select defense acquisition workforce positions, or 'EHA Acquisition,' pursuant to the Defense Acquisition Workforce Improvement Act (DAWIA) and certain health care occupations, or 'EHA Medical.' Positions are located Air Force-Wide. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.

GS-05: Successfully completed 3 years of general experience, which includes 1 year of experience equivalent to the GS-04. Examples of general experience include assist in performing developmental work assignments, assist in performing recurring work assignments in special studies and projects.
GS-07: 1 year of specialized experience at the GS-05 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes following instructions given by supervisor and higher-graded specialist, performing structured work assignments of limited difficulty combined with training that familiarizes the employee with functions and operations of the organization.
GS-09: Successfully completed 1 year of specialized experience at the GS-07 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes performs developmental assignments of moderate difficulty work procedures and a number of specific guidelines.
GS-11: Successfully completed 1 year of specialized experience at the GS-09 level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes planning, organizing, and coordination of projects/programs through designated phases of the acquisition cycle by performing routine and recurring programs management work.
GS-12: Successfully completed 1 year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience include assigned projects/programs to include cost estimates, schedules and performance supportability baseline requirements by applying methods and procedures. Plans, organizes, and coordinates activities of functional specialist to contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
GS-13: Successfully completed 1 year of specialized experience at the GS-12 level or equivalent under other pay systems in the Federal service. Specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes provides input into source selection and contractors monitoring of acquisition phases from development through production and development. Plans, organizes, and coordinates activities of functional specialist including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
GS-14: Successfully completed 1 year of specialized experience at the GS-13 level or equivalent under other pay systems in the Federal service. Specialized experience includes developing complete strategic and tactical plans to support assigned acquisition programs and implements and controls contractual, financial, and technical aspects of a project though designated phases of the acquisition cycle. Provide guidance, advisory support and assistance on a wide range of management issues.
GS-15: Successfully completed 1 year of specialized experience at the GS-14 level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes plans, organizes, and directs the organization with responsibility for the development of major aspects of key Air Force programs of national significant and/or essential operating programs

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation which govern interface with and/or influence the systems acquisition process and integrated life cycle management.
4. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
- Position may be subject to random drug testing
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required
- Employee must maintain current certifications
- Position may require an appropriate security clearance
- Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportable baseline requirements by applying now methods and procedures.
- Provide input in source selection and contractor monitoring of acquisition phases and development through production and deployment.
- Plan, organize and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Continually study, review and evaluate program progress.
- Formalize system requirements into appropriate specifications. Review and direct the progress of contractors in meeting program objectives. Take appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontract participation, and addition or discontinuance of work by contractor.
- Prepare and present staff studies for presentations.
