    Provides IT project leadership and coordination to create testing environments from instantiation through steady state.  Coordinates various disciplines such as systems and networks engineering in virtual teams to perform lab environment builds.Provides Technical leadership for the test programWrites test and evaluation documentation e.g., Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports. Works with other test organizations to support T&E program integrationAnalyzes system requirements and concept of operations document and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct the data collection and analysis, and report status and resultsLeads test-tool introduction, test planning, staff supervision and progress status reportingVerifies the quality of the requirements, including testability, requirement definition, test design, test-script and test-data development, test automation, test-environment configuration; test script configuration management, and test executionStays current on latest test approaches and toolsConducts test-design and test procedure walk-throughs and inspectionsImplements test-process improvements resulting from lessons learned and benefits surveysCreates and updates the Test Traceability Matrix (tracing the test procedures to the test requirements)Ensures that test-product documentation is complete


    Expertise in a variety of technical skills including programming languages, database technologies, and computer operating systems along with technologies such as virtualization, software defined networks, etc..Expertise and experience in coordinating IT projects.Familiar with test-program concerns including test-data management, trouble reporting and resolution, test design, and test development
