TITLE Property Maintenance Specialist CATEGORYFacility Management DESCRIPTION JOB PURPOSEUnder limited supervision, performs a variety of semi-skilled work for the maintenance and repairs related to homes and offices of all properties owned or leased by The Arc Southern Maryland and its affiliate Western Chesapeake Properties. Ensure that all properties meet regulatory requirements and offer tenants and employees a safe living and work environment. The position is charged with prioritizing work schedule, maintain adequate and accurate records utilizing work orders and provides technical assistance to the Facility Maintenance Supervisor. ESSENTIAL DUTIES AND RESPONSIBILITIESTroubleshoots and performs minor maintenance problems involving electrical, structural, plumbing, and equipment repair or replacement plans to homes and offices; specifically, repairs and maintenance to appliances and fixtures, change locks, clogged drains, patch wall holes, plumbing fixtures, electrical fixtures, minor roof repairs, painting, power washing exterior of homes, miscellaneous carpentry repairs, minor masonry repairs.Purchase, order and pick up maintenance supplies as need to complete repairs and maintenance; processing of requisition paperwork for materials needed to complete repairs by following established purchasing guidelines.Maintains supplies inventory and order points; prepares documents for equipment disposition and assists with affixing asset tags as directed by the Property & Facility Manager.Performs and/or coordinate maintenance duties such as painting, repairs to vacant units in a timely manner, enabling the units be down for a minimum period of time.Communicates concerns about homes to the Facility Maintenance Supervisor, appropriate House Manager or Director.Provides aide to staff to adapt the living arrangements of the homes to suit the resident's needs (eg, moving furniture, personal belongings, discarding materials).Participate in the semi-annual physical inventory of all maintenance tools, equipment and other assigned capital assets.Maintains storage and work areas in an organized safe and secure manner.Follow a consistent pattern when replacing such items such as appliances, carpets, painting and floor tile to ensure the dcor matches in colors and style.Performs preventative maintenance duties as outlined on the Preventative Maintenance Schedule Form for all facilities and equipment; identifies safety and fire hazards and mitigates any findings in a timely fashion.Prioritizes tasks and work schedule.Submits budget recommendations as noted while performing daily duties; offers justifications for proposed capital expenditures.Communicates to his/her supervisor any identified regulatory violations and associated corrective actions taken.Participates in meetings as requested by his/her supervisor.Attends and participate in professional group meetings; maintain awareness of new trends and developments in the field of facility maintenance; incorporate new developments as appropriate into programs.Is available for emergency calls at all hours, on a rotation basis. ADDITIONAL DUTIES AND RESPONSIBILITIESAccomplishes all tasks as appropriately assigned or requested.Attends and passes all required training for HUD related homes (National Center Management Housing (NCHM) as well as other trainings deemed requirements by the Arc Training Department. POSITION REQUIREMENTS EDUCATION AND EXPERIENCE Demonstrated knowledge of building trade repairs, purchasing procedures and practices, work safety requirements and general maintenance procedures. High school graduation or equivalent of apprentice program or trade school in the building trades. Five years of prior experience in the facility/property maintenance field. Basic knowledge of Microsoft Word and Excel or similar productivity software. JOB KNOWLEDGE, SKILLS AND ABILITIESKnowledge in building repair and maintenance trades, to include materials, methods, equipment and tools.Ability to perform rough and finished carpentry, plumbing, heating, electrical, mechanical, and painting work.Skill in reading and following blueprints and assembly instructions.Knowledge of purchasing procedures and practices.Knowledge of work safety requirements and management.Must be able to negotiate physical environment where the work is to be performed.Ability to plan work, organize, and maintain workflow while maintaining flexibility to deal with varied tasks and priorities.Ability to work in a professional manner with a wide variety of individuals including the people receiving supports, staff, board members, applicants, families and the public.Demonstrated ability to communicate clearly and concisely, both orally and in writing and using technology.Demonstrated ability to follow directions and act accordingly.Demonstrated ability to complete assigned tasks and duties with minimal supervision.Valid driving license with a good driving record and use of a personal vehicle to tow trailer, transfer assets or transporting supplies to home/office sites as needed.Demonstrated ability to use technology to perform job duties. Such technology would include the following: computer, smart phone, Microsoft Office Suite.Pass the NCHM Maintenance Technical Aptitude Test (MTAT).Must pass the criminal background check mandated by the State of Maryland.Working knowledge of relevant building codes and ordinances.
