Program Overview: ISHPI provides programmatic support to research and development activities of DHS HSARPA Engine Technology programs, with a focus on Big Data and Analytics, for the planning and development of technology support to cross-cutting Division APEX programs and the Components of DHS in explosives countermeasures, chemical and biological defense, borders and maritime security, cybersecurity, and resilient systems. Responsibilities:Develop acquisition planning and execution documents to support DHS, S&T, and HSARPA processes for the approval and maintenance of program plansDevelop and maintain projected budgets for research and related HSARPA APEX technology development programsCompose briefing materials and support approval processes required to communicate HSARPA APEX investments in state of research and development programsDevelop and track HSARPA actions, program schedules, specifically planning for program milestones and deliverablesReview and analyze information collected by S&T and/or partnering organizations within DHS or within the homeland security enterpriseCompile and document recommendations that describe the results of subject matter deliberations regarding technical concepts, technical approaches and execution paths for research and development programs.Work with internal and external test and evaluation organizations to develop meaningful metrics to measure program performance against operational and mission goalsRevise program planning and development documents to address comments from DHS and the homeland security enterpriseSupport technology foraging activities that lead to strong planning documentation regarding state of the art technologies and intra-agency and inter-agency program investmentsWork cooperatively with DHS and S&T staff to develop joint strategy, plans, performance metrics and documentationDevelop and support management, travel, security, logistics, and information technology processes as required to facilitate efficient program management and executionPrepare and submit the slide presentations and other documentation Requirements:Active TS/SCI security clearance a must5-9 years' experience in related tasks/areasBS in Information Technologies or related disciplines.
