This is an intermediate level position as a Human Resources Assistant responsible for applying Federal government HR skills in support of managers, program staff and customers on the full range of Federal HR topics including but not limited to staffing, classification, processing, benefits, recruitment, compensation, SES programs, worklife programs, policy and employee and labor relations. The incumbent will process a full range of personnel actions using a variety of databases and software applications including eOPF, USAStaffing, FPPS, Peoplesoft, WebTA, EmPowHR, and NFC. The incumbent must be able to code and jprocess SF-52s. The incumbent will verify completeness of Request for Personnel Action (SF-52's) which include verifying nature of action codes; legal authority and required remarks; and identify errors, determine and implement the appropriate corrective action. The incumbent will process personnel and payroll actions, keying payroll documents and processing leave audits. The incumbent will review probationary/trial periods for accuracy. The incumbent will create vacancy, retirement and payroll folders. The incumbent will scan documents into various personnel record systems. The incumbent will assist with drafting Standard Operating Procedures (SOPs). The incumbent will initiate tentative selection notifications, notice of results or disposition letters. The incumbent will maintain employee files. The incumbent will merge paper OPFs to e-OPFs.Position RequirementsEducation and Qualifications Required:Must have a minimum of two (2) years of Federal Human Resources experience.Minimum Experience:Specialized experience would be related to the work of this position and would have provided:* Knowledge of, and experience in, applying a comprehensive body of Title 5 rules, procedures, and technical methods concerning recruitment and placement.* Knowledge of, and skill in, computers and automated databases sufficient to use personal computers, internet, and various office software programs and databases.* Ability to read, interpret and apply rules, regulations, and procedures pertaining to Human Resource Management in the Federal Government.* Ability to evaluate applications and qualify applicants for a variety of lower graded Federal positions.* Ability to communicate orally and in writing with people of diverse backgrounds and education levels.* Ability to independently establish priorities and accomplish work within time constraints.* Must have the ability to provide customer service.Preferred Experience:* Must have an intermediate to advanced technical proficiency in the full Microsoft Office Suite.* Must have an intermediate knowledge of NFC, eOPF, WebTA and SharePoint.* Must have time management skills.* Must have the ability to reason and analyze problems.Full-Time/Part-TimeFull-Time Salary RangeNegotiable Req NumberHUM-16-00001 LocationNationwide About the OrganizationBusiness Management Associates (BMA) is the result of years of planning, preparation and work in the management consulting industry.
